Book The Law of Nations and Britain s Quest for Naval Security

Download or read book The Law of Nations and Britain s Quest for Naval Security written by Scott Andrew Keefer and published by Springer. This book was released on 2016-11-13 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the centenary of the Treaty of Versailles approaches, this book presents the pre-1914 precursors to the interwar naval arms treaties arising from the peace of 1919, providing a fresh perspective on arms control efforts through an interdisciplinary approach. Interweaving historical investigation with legal analysis, Scott Keefer traces the British role in the development of naval arms control, outlining the pragmatic Foreign Office approaches towards international law. By emphasizing what was possible within the existing legal system rather than attempting to create radically powerful international institutions, statesmen crafted treaties to exploit the unique pace of naval construction. Utilizing previously-overlooked archival resources, this book investigates how the great powers exploited treaties as elements of national security strategies. The result is a fuller analysis of the Hague Peace Conferences, Anglo-German discussions, and lesser known regional agreements from the American Great Lakes to South America, and a richer exploration of pre-1914 diplomacy, providing insights into how a past generation perceived questions of war and defence.

Book A Workable Approach to Naval Arms Control

Download or read book A Workable Approach to Naval Arms Control written by Robert P. Hilton and published by . This book was released on 1990 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: Naval forces have not been the subject of any conventional force reduction negotiations since the period between World War I and World War II. Naval arms control includes: numerical or structural limitations (hulls, weapons, bases, etc.); operational constraints (exclusion zones, size and duration of exercises, distance from coasts, etc.); and confidence building measures (notification, observers, signaling intentions, etc.). One aspect of naval arms control that has met with some success has been the development of Confidence-Building Measures at Sea. The 1972 U.S.-USSR INCSEA Agreement has been successful for 18 years in ameliorating one potential area of superpower tension. Two other U.S.-USSR agreements, containing confidence-building measures, that have built upon the experience of INCSEA are the Dangerous Military Activities Agreement and the Nuclear Risk Reduction Centers Agreement. Eight bilateral INCSEA agreements have been signed between the Soviet Union and individual NATO nations. Confidence-and-Security-Building Measures (CSBMs) are the subject of the 34 nation CSCE conference in Vienna, Austria; CSCE agreement at the Stockholm conference in 1987 led to inclusion in the CSBM regime of naval exercises functionally linked to the shore. Development of enhanced Confidence-Building Measures appears to offer the best prospect for reducing residual U.S.-Soviet confrontations and tensions at sea. Such Confidence-Building Measures, in conjunction with force reductions, lessening of the Soviet threat and curtailment of operations due to fiscal pressures, might make further numerical or structural reductions and operational constraints unnecessary.

Book Europe and Naval Arms Control in the Gorbachev Era

Download or read book Europe and Naval Arms Control in the Gorbachev Era written by Andreas Fürst and published by Stockholm International Peace Research Institute. This book was released on 1992 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: For most of the Cold War naval arms control was the forgotten dimension of arms control. Beginning in the late 1980s, however, it has become increasingly prominent in the East-West dialogue. But it is usually studied from the perspective of Soviet-American relations. This book examines the subject from a European perspective. What role might naval arms control play in the European context? What impact might naval arms control have on the interests and perceptions of European states? What opportunities for and obstacles to naval arms control exist in Europe? The authors address these questions, describing the naval interests and attitudes towards naval arms control of European coastal states, as well as the Soviet Union and the United States, in the Norwegian, Baltic, and Mediterranean seas.

Book Superpowers at Sea

  • Author : Richard W. Fieldhouse
  • Publisher : Stockholm International Peace Research Institute
  • Release : 1989
  • ISBN : 9780198291350

Download or read book Superpowers at Sea written by Richard W. Fieldhouse and published by Stockholm International Peace Research Institute. This book was released on 1989 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: The arms race at sea is a dangerous nuclear race which is causing growing international concern and must be brought under control. What are the hard facts about the situation? This book documents the realities of the competition - especially the nuclearization of naval forces - and dispels some of the myths surrounding the naval arms race. This incisive analysis of naval forces of the East and West concludes that, contrary to common perceptions, the US and its allies have a considerable military advantage over the Soviet Navy, a trend which is expected to continue for the foreseeable future. The authors describe in detail the widespread nuclearization of naval forces of all five nuclear navies, analyse the implications for security and arms control, and conclude with suggestions for possible arms control measures.

Book excerpt: This paper brings a holistic appreciation of the problems and opportunities of arms control to the particular issue-area of proposals for naval arms control. This multi-level analysis treats what may be characterized as the policy, strategic, operational, tactical, and technological areas of concern--all with reference to national and international security. Two principal purposes drive this analysis: first, to provide a conceptual framework suitable for the assessment of naval arms control; and second to review briefly some leading proposals for naval arms control. Keywords: Naval planning; Arms control; United States; National Security; Military force levels; Military strategy; USSR.

Book House of Cards

Download or read book House of Cards written by Colin S. Gray and published by . This book was released on 1992 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: "If peace breaks out, can arms control be far behind?" According to Colin S. Gray, this sardonic motto describes events of the 1990s just as well as it did those of the 1920s. Gray offers a provocative history of twentieth-century attempts at arms limitation, as he challenges the fundamental assumptions of arms control theory. Arms control has never worked, he concludes, because it never can. Existing approaches to arms control appeal to common sense, but they are logically unsound and inherently impractical, Gray argues, because they fail to take political realities into account. He outlines their inadequacies in what he calls the Arms Control Paradox: the more motivated nations are to fight one another, the less interested they will be in supporting significant arms limitations. Under these conditions, arms control agreements must be, to echo a phrase of George Will's, either impossible or unimportant. Documenting the naval treaties of the 1920s and 1930s and the initiatives to limit strategic nuclear arms from 1969 to the present, Gray seeks to demonstrate that the fortunes of negotiated arms limitation have merely reflected the temperature of international relations, rather than influencing those relations. National security analysts, students and scholars of international relations, and others interested in arms control issues will want to read House of Cards and debate its conclusions.
