Book excerpt: Ramp metering is an effective, viable, and practical strategy used to manage freeway traffic. It is a proven freeway management technique as various forms of ramp control have been in place since the 1960s in the Chicago, Detroit, and Los Angeles areas. Due in part to the success of these early applications, ramp metering has received increased emphasis in recent years under the umbrella of advanced traffic management systems (ATMS), a component of intelligent transportation systems (ITS). ITS America reports that there are currently more than 40 ATMS deployed, under construction, or in the planning stage in the U.S. by state transportation agencies. The future of ramp metering is also in this ITS context. Integration and interface with local street system control and other advanced ITS traffic control systems such as advanced vehicle control systems, dynamic route guidance, and advanced traveler information systems are the latest in ramp metering applications. Ramp meters are in place and working effectively on segments of I-395 and I-66 in Northern Virginia. The Virginia Department of Transportation is very much interested in the feasibility of implementing ramp metering on other segments of freeways throughout the state. Accordingly, the purpose of this study was to review and synthesize the existing literature on ramp metering. Specific topics included in the review were: impacts of ramp metering, including its advantages/benefits and disadvantages/disbenefits, warrants, criteria, and guidelines for ramp metering, metering rates. Detailed information on these topics is included in the report as well as general conclusions regarding ramp metering.

Book excerpt: This project contains three major parts. In the first part a digital computer simulation model was developed with the aim to model the traffic through a freeway work zone situation. The model was based on the Arena simulation software and used cumulative interarrival times as the input. Its aim was to determine the traffic volumes through the work zone and the queue lengths in advance of lane restrictions. The program was designed to handle up to 15 miles in length, up to six lanes, and up to 20 entrance and exit ramps. The developed program has not been validated due to the lack of reliable field data and the program appears to produce unreasonably short queue lengths and low exit ramp traffic counts compared to the input traffic data for cases where the exit ramps are spaced closely together. In the second part a diversion analysis was performed to determine the effects of closed ramps. The work zone sites were assigned by Ohio Department of Transportation and the diversion effects for these situations were in one case very minimal and in the other case as expected (traffic shifted to the next open exit ramp). In the third part guidelines for ramp management and ramp metering were established on a 24/7 basis giving special considerations to freeway mainline throughput and local traffic access to freeway.

Book excerpt: This research report presents a three-level, highway ramp metering control scheme. In the first level, ramp controllers distributively compute ramp metering rates based on system-wide information. The system adapts quickly to changing traffic conditions; it is modular and allows scalable and robust implementation. The O-D prediction algorithm is adaptive and very accurate. The second level consists of an optimal, self-learning, congestion predictor algorithm that may predict all short-term traffic flow-breakdowns. The algorithm, using self-learning, utilizes sequences of traffic patterns to improve its prediction accuracy. The third level is a congestion resolution scheme which overcomes many of the drawbacks of existing techniques. It balances the congestion resolution time with the services quality of the surface street. Simulation results show that application of the three-level control algorithm will improve the freeway and surface street service.

Book excerpt: Urban freeway demand that frequently exceeds capacity has caused many agencies to consider many options to reduce congestion. A series of solutions that falls under the Active Traffic Management (ATM) banner have shown promising potential. Perhaps the most popular ATM strategy is ramp metering. Ramp metering involves limiting the access of vehicles to freeways at an entrance ramp. By doing this, freeway throughput, speeds, and travel time reliability can be increased, while the number of traffic incidents can be decreased. This study examines the application of an innovative ramp metering strategy, Intersection Ramp Metering (IRM), at a section of Loop 1 in Austin, TX. IRM implements the ramp metering function at the intersection immediately upstream of the entrance ramp, rather than on the ramp itself. A microsimulation analysis of this application is performed in VISSIM, and the results confirm that freeway throughput (+10%), and system average travel time (-14%), can be improved, as well as several other performance measures.

Book excerpt: "Deterioration of freeway traffic flow condition due to bottlenecks can be ameliorated with ramp metering. A challenge in ramp metering is that it is not possible to process data in real-time and use the output in a control algorithm. This is due to the fact that by the time processing is completed and a control measure applied, the traffic state will have changed. A solution to this problem is to forecast the traffic state and implement a control measure based on the forecast. A dual-state Kalman filter was used to forecast traffic data at two locations on a freeway (I-84). A Kalman filter is an optimal recursive data processing algorithm; predictions are based on only the previous time-step's prediction and all previous data do not need to be stored and reprocessed with new measurements. A coordinated feedback ramp metering control logic was implemented. The closed-loop system seeks to control the traffic density on the mainline while minimizing on-ramp queues through weighting functions. The integration of the Kalman filter with the ramp meter control logic accomplishes the ramp meter algorithmic scheme in which is proactive to changes in freeway conditions by controlling a forecasted state. In this closed-loop framework, real-time forecasts are produced with a continuously updated prediction that minimizes errors and recursively improves with each successive measurement.
