Book Application of Structural Conditionality 2009 Annual Report

Download or read book Application of Structural Conditionality 2009 Annual Report written by International Monetary Fund. Finance Dept. and published by International Monetary Fund. This book was released on 2010-03-26 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Motivation and approach. Last year’s major reforms of the Fund’s lending instruments, together with the commitment to treble its resources, made a significant contribution to global stabilization as Fund lending created room for policy accommodation and helped countries weather the worst of the crisis. While these reforms have yielded positive results, it is appropriate to ask—as the IMFC has—whether there is scope to build on this experience. This paper tries to answer this question, including by drawing on the lessons of the crisis, as perceived by policymakers, market participants, and academic observers, with whom Fund staff has consulted extensively. While every effort has been made to explore the pros and cons of various reform options neutrally, some options are clearly more evolutionary (e.g., those building on last year’s headline introduction of the Flexible Credit Line or FCL), while others are of a more radical nature (e.g., Fund provision of pure insurance payouts or collateralized lending). This paper focuses on the former, covering the latter set of ideas in a supplement. Once the Executive Board has had a chance to comment on all options, a more defined and specific set of proposals could be developed by staff for further consideration.

Book 2011 Review of Conditionality Content and Application of Conditionality

Download or read book 2011 Review of Conditionality Content and Application of Conditionality written by International Monetary Fund. Strategy, Policy, & Review Department and published by International Monetary Fund. This book was released on 2012-06-18 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the design of conditionality in Fund-supported programs from 2002 to end-September 2011, with an emphasis on recent years. It focuses on the content and application of program conditionality—especially structural conditionality—in relation to the 2002 Conditionality Guidelines (the "Guidelines"), the Staff Statement on Principles Underlying the Guidelines on Conditionality, and subsequent revisions to operational guidance on conditionality. The analysis is based on the five key interrelated principles guiding the design of conditionality: national ownership of programs, parsimony in program-related conditions, tailoring to country circumstances, effective coordination with other multilateral institutions, and clarity in the specification of conditions. In particular, the principle of parsimony requires that program-related conditions be critical (or the minimum necessary) to achieve program objectives and goals, critical for monitoring program implementation, or necessary for implementing specific provisions under the Articles of Agreement (the "criticality criterion"). Beyond assessing compliance with these guidelines and principles, the paper also examines the implementation of conditionality

Book Third Periodic Monitoring Report on the Status of Implementation Plans in Response to Board Endorsed IEO Recommendations

It also updates the implementation status of the management implementation plan (MIP) for Board-endorsed recommendations stemming from the IEO evaluation of "Structural Conditionality in IMF-Supported Programs."

Book Recurring Issues from a Decade of Evaluation

Download or read book Recurring Issues from a Decade of Evaluation written by International Monetary Fund. Independent Evaluation Office and published by International Monetary Fund. This book was released on 2014-08-21 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report seeks to help the IMF enhance its effectiveness by identifying major recurring issues from the IEO’s first 20 evaluations and assessing where they stand. The IMF’s core areas of responsibility are surveillance, lending, and capacity development. The aim of this report is to strengthen the follow-up process by focusing on key issues that recurred in IEO evaluations, rather than on specific recommendations on their implementation. The IEO believes that a framework of reviewing and monitoring recurring issues would be useful in establishing incentives for progress, strengthening the Board’s oversight, and providing learning opportunities for the IMF.

Book Policy Program and Project Evaluation

Download or read book Policy Program and Project Evaluation written by Anwar Shah and published by Springer Nature. This book was released on 2020-11-02 with total page 420 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evaluation in recent decades has evolved from a tool for project appraisals to a more widely used framework for public decision-making and operational management. Most evaluation books are focused on traditional tools of analysis such as cost-effectiveness and cost-benefit analysis to the neglect of modern tools such as multi-criteria evaluation, social marginal cost of funds analysis, data envelopment analysis, results-oriented management and evaluation and theory based evaluations. This edited volume provides an easily accessible and comprehensive survey of both traditional and modern tools of analysis that are used in the evaluation literature to evaluate public projects, programs, policies and policy analysis and advice. The book will be of interest to students, scholars, researchers, practitioners and policy makers.

Book Review of Recent Crisis Programs

Download or read book Review of Recent Crisis Programs written by International Monetary Fund. Strategy, Policy, & Review Department and published by International Monetary Fund. This book was released on 2009-09-14 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study concludes that recent Fund-supported programs in emerging market countries are delivering the kind of policy response and financing needed to cushion the blow from the worst global crisis since the 1930s. While the crisis has had a profound effect on output and employment, especially in those countries starting with large external vulnerabilities, many of the severe disruptions attending previous crises—currency overshooting and bank runs—have so far been avoided. Internalizing lessons from the past, programs have responded to country conditions and adapted to worsening economic circumstances to attenuate contractionary forces. As a result, signs of stabilization are emerging in program countries, though there remain challenges to secure sustained recovery in a number of countries.

Book Development Cooperation in Times of Crisis

Download or read book Development Cooperation in Times of Crisis written by José Antonio Alonso and published by Columbia University Press. This book was released on 2012-07-17 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. While productive in and of themselves, these solutions were effective because they were coordinated internationally and were matched with sweeping global financial reforms. Unfortunately, coordination has weakened after these initial steps, indicating one of the crisis's adverse effects will be a significant reduction in development cooperation. Urging advanced nations to improve their support for development, the contributors to this volume revisit the causes of the 2008 collapse and the ongoing effects of recession on global and developing economies. They reevaluate the international response to crisis and suggest more effective approaches to development cooperation. Experts on international aid join together to redesign the cooperation system and its governance, so it can accept new actors and better achieve the Millennial Development Goals of 2015 within the context of severe global crisis. In their introduction, José Antonio Alonso and José Antonio Ocampo summarize different chapters and the implications of their analyses, concluding with a frank assessment of global economic imbalance and the ability of increased cooperation to rectify these inequalities.

Available in PDF, EPUB and Kindle. Book excerpt: The program was successful in strengthening the economy and stabilizing market conditions, although part of the fiscal achievements were reversed after the program lapsed. The 2008 Stand-By Arrangement (SBA) with Hungary successfully stabilized financial market conditions and strengthened the economy through sizable fiscal consolidation and important structural reforms, despite significant challenges. The program was a successful example of joint collaboration between the authorities, the EU, and the IMF, setting an important precedent for future joint programs. Much of the structural fiscal adjustment has since been reversed.
