Book excerpt: The use of credit-based value pricing (CBVP) is an innovative method of value pricing and may solve several transportation problems, such as traffic congestion and excessive vehicle emissions. This value pricing idea would involve travelers receiving an allocation of credits every period. Different travel behaviors would then require (cost) different numbers of credits. Travelers frequently choosing high-cost credit trips (for example, driving alone on a congested freeway during rush hour) would find themselves short of credits prior to the next period and needing to purchase additional credits from travelers choosing low-cost credit options (for example, transit trips). The cost of the credits would be set in a free market system (much like a stock market) by the buyers and sellers. This research examines technical, administrative, economic, and political issues surrounding several forms of CBVP.

One reason is the ongoing liberalization of the EU transport sector, especially for air and rail. Another is the trend towards implementing tolls and other user charges on roads. It is expected that user charges will progressively replace government subsidies for infrastructure expansion and maintenance. Revenues from user charges may also be used to cross subsidize other transport modes. The surplus anticipated on urban roads could be used to fund infrastructure and operation of public transport and/or non-urban roads.This book brings together both the theory and the current practice of user charges, tolls and revenue use in European countries. It examines public finance aspects such as earmarking, as well as public management aspects of different pricing and revenue use principles. A set of guidelines is developed for a better use of toll and tax revenues. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

A total of 38 modeling simulations were conducted to examine a range of emission control strategies.
