Book excerpt: L'objectif général de cet essai est d'analyser l'importance de la prise en compte des principes de développement durable dans les études d'impact sur l'environnement ainsi que dans les plans de gestion environnementale et sociale. La problématique identifiée est que depuis la révolution industrielle, les activités de développement économique engendrent fréquemment des impacts environnementaux et socioéconomiques importants suscitant de vives controverses dans le domaine du développement durable. Afin de limiter les dommages causés à l'environnement et à la société, les études d'impact sur l'environnement souvent accompagnées d'un plan de gestion environnementale et sociale sont considérées comem étant des outils indispensables dans les prises de décision en matière de développement. En revanche, la plupart des études réalisées particulièrement dans les pays en développement n'évaluent pas adéquatement les facteurs environnementaux et une faible importance est accordée aux questions d'ordre social, culturel et sanitaire permettant ainsi de faire le lien entre le développement humain, l'activité économique et la gestion environnementale dans une perspective de développement durable. Dans ce contexte, une analyse critique sur une étude de cas d'un projet en cours de réalisation est effectuée à partir d'une grille d'analyse dans le but de déterminer si les principes de développement durable ont été pris en compte et appliqués lors de l'élaboration de l'étude d'impact sur l'environnement et la mise en oeuvre du plan de gestion environnementale et sociale. Les résultats de l'analyse démontrent que certaines mesures préconisées sont jugées plutôt théoriques et la participation effective des populations touchées par le projet aux processus de décision n'est pas réellement prise en compte. Sur le terrain, les acteurs impliqués disposent de peu de moyens techniques et de compétences pour appliquer adéquatement les mesures proposées. Des cas de non-respect des actions annoncées dans le rapport d'étude d'impact sont également constatés. Les conclusions de l'étude démontrent que la transparence, l'implication du public et la bonne gouvernance lors de la réalisation des études d'impact et la mise en oeuvre des mesures proposées constituent des enjeux incontournables pour parvenir à un développement durable. Une planification responsable des activités à mettre en oeuvre, le renforcement des capacités en étude d'impact, la consultation et l'implication du public touché dans la prise des décisions qui les concernent figurent parmi les principales recommandations formulées.
