The processes applied at recent disasters such as the 19S earthquake and their results are used as case studies, identifying possibilities for further improvement. The book also describes new trends for Mexico due to climate change and makes suggestions for mitigating future disasters. The proposals are also replicable to other highly populated societies with similar socio-economic structures. Finally, this book is the basis for generating more innovative recommendations by researchers, graduate students, academics, professionals, and practitioners to obtain better planning and better collaboration between all the humanitarian chain actors. Rather than focusing on the outcomes or conditions of development, the contributors concentrate on the quality of development processes, suggesting that a common good dynamic is key in order to trigger development. Resulting from more than three years of research by an international group of over fifty scholars, the volume advocates for a modern understanding of the common good—rather than a theological or metaphysical good—in societies by emphasising the social practice of ‘commoning’ at its core. It suggests that the dynamic equilibrium of common goods in a society should be at the centre of development efforts. For this purpose, it develops a matrix of common good dynamics, accounting for how institutions, social norms and common practices interconnect by identifying five key drivers not only of development, but human development (agency, governance, justice, stability, humanity). Based on this matrix, the contributors suggest a possible metric for measuring the quality of these dynamics. The last section of the book highlights the possibilities enabled by this approach through a series of case studies. The concept of the common good has recently enjoyed a revival and inspired practitioners keen to look beyond the shortcomings of political and economic liberalism. This book builds on those efforts to think beyond the agenda of twentieth-century development policies, and will be of interest to those working in the fields of development, economics, sociology, philosophy and political science.

While it is possible to study these disasters from a purely scientific perspective, a growing preponderance of evidence suggests that changes in the environment are related to both a shift in global economic relations and these weather-related disasters. In Weathering Risk in Rural Mexico, Hallie Eakin draws on ethnographic data collected in three agricultural communities in rural Mexico to show how economic and climatic change not only are linked in cause and effect at the planetary scale but also interact in unpredictable and complex ways in the context of regional political and trade relationships, national economic and social programs, and the decision-making of institutions, enterprises, and individuals. She shows how the parallel processes of globalization and climatic change result in populations that are “doubly exposed” and thus particularly vulnerable. Chapters trace the effects of El Niño in central Mexico in the late 1990s alongside some of the principal changes in the country’s agricultural policy. Eakin argues that in order to develop policies that effectively address rural poverty and agricultural development, we need an improved understanding of how households cope simultaneously with various sources of uncertainty and adjust their livelihoods to accommodate evolving environmental, political, and economic realities.
