Difficult questions are asked. What have been some of the impacts of climate change on our natural and managed ecosystems? How do we manage for resilient socio-ecological systems? How do we predict the future? What are relevant climatic change and management scenarios? How can we shape management regimes to increase our adaptive capacity to climate change? These themes are visited across broad spatial and temporal scales, touch on important and relevant ecological patterns and processes, and represent broad geographic regions, from the tropics, to temperate and boreal regions, to the Arctic.

While it is possible to study these disasters from a purely scientific perspective, a growing preponderance of evidence suggests that changes in the environment are related to both a shift in global economic relations and these weather-related disasters. In Weathering Risk in Rural Mexico, Hallie Eakin draws on ethnographic data collected in three agricultural communities in rural Mexico to show how economic and climatic change not only are linked in cause and effect at the planetary scale but also interact in unpredictable and complex ways in the context of regional political and trade relationships, national economic and social programs, and the decision-making of institutions, enterprises, and individuals. She shows how the parallel processes of globalization and climatic change result in populations that are “doubly exposed” and thus particularly vulnerable. Chapters trace the effects of El Niño in central Mexico in the late 1990s alongside some of the principal changes in the country’s agricultural policy. Eakin argues that in order to develop policies that effectively address rural poverty and agricultural development, we need an improved understanding of how households cope simultaneously with various sources of uncertainty and adjust their livelihoods to accommodate evolving environmental, political, and economic realities.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

It offers a global perspective on the issue by looking at race and ethnicity in a wide variety of historical, country-specific contexts, including Asia, Latin America, Europe, Oceania and North America. In addition, the book also includes analysis on the indigenous populations of the Americas. The book first offers comparative accounts of ethnic statistics. It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census. The third, and final, part of the book examines measurement issues and competing claims. It explores such issues as the complexity of measuring diversity using Malaysia as an example, social inequalities and indigenous populations in Mexico and the demographic explosion of aboriginal populations in Canada from 1986 to 2006. Overall, the book sheds light on four main questions: should ethnic groups be counted, how should they be counted, who is and who is not counted and what are the political and economic incentives for counting. It will be of interest to all students of race, ethnicity, identity, and immigration. Book excerpt: This book addresses a puzzle in political economy: why is it that political instability does not necessarily translate into economic stagnation or collapse? In order to address this puzzle, it advances a theory about property rights systems in many less developed countries. In this theory, governments do not have to enforce property rights as a public good. Instead, they may enforce property rights selectively (as a private good), and share the resulting rents with the group of asset holders who are integrated into the government. Focusing on Mexico, this book explains how the property rights system was constructed during the Porfirio Díaz dictatorship (1876-1911) and then explores how this property rights system either survived, or was reconstructed. The result is an analytic economic history of Mexico under both stability and instability, and a generalizable framework about the interaction of political and economic institutions.

Book excerpt: This book offers the first comprehensive description of the prosody of nine Romance languages that takes into account internal dialectal variation. Teams of experts examine the prosody of Catalan, French, Friulian, Italian, Occitan, Portuguese, Romanian, Sardinian, and Spanish using the Autosegmental Metrical framework of intonational phonology and the Tones and Breaks Indices (ToBI) transcription system. The chapters all share a common methodology, based on a common Discourse Completion Task questionnaire, and provide extensive empirical data. The authors then analyse how intonation patterns work together with other grammatical means such as syntactic constructions and discourse particles in the linguistic marking of a varied set of sentence types and pragmatic meanings across Romance languages. The ToBI prosodic systems and annotations proposed for each language are based both on a phonological analysis of the target language as well as on the shared goal of using ToBI analyses that are comparable across Romance languages. This book will pave the way for more systematic typological comparisons of prosody across both Romance and non-Romance languages.

The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.
