This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

Book excerpt: This book addresses a puzzle in political economy: why is it that political instability does not necessarily translate into economic stagnation or collapse? In order to address this puzzle, it advances a theory about property rights systems in many less developed countries. In this theory, governments do not have to enforce property rights as a public good. Instead, they may enforce property rights selectively (as a private good), and share the resulting rents with the group of asset holders who are integrated into the government. Focusing on Mexico, this book explains how the property rights system was constructed during the Porfirio Díaz dictatorship (1876-1911) and then explores how this property rights system either survived, or was reconstructed. The result is an analytic economic history of Mexico under both stability and instability, and a generalizable framework about the interaction of political and economic institutions.

Book excerpt: This open access book examines the question of collecting and disseminating data on ethnicity and race in order to describe characteristics of ethnic and racial groups, identify factors of social and economic integration and implement policies to redress discrimination. It offers a global perspective on the issue by looking at race and ethnicity in a wide variety of historical, country-specific contexts, including Asia, Latin America, Europe, Oceania and North America. In addition, the book also includes analysis on the indigenous populations of the Americas. The book first offers comparative accounts of ethnic statistics. It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census. The third, and final, part of the book examines measurement issues and competing claims. It explores such issues as the complexity of measuring diversity using Malaysia as an example, social inequalities and indigenous populations in Mexico and the demographic explosion of aboriginal populations in Canada from 1986 to 2006. Overall, the book sheds light on four main questions: should ethnic groups be counted, how should they be counted, who is and who is not counted and what are the political and economic incentives for counting. It will be of interest to all students of race, ethnicity, identity, and immigration. In addition, researchers as well as policymakers will find useful discussions and insights for a better understanding of the complexity of categorization and related political and policy challenges.

Book excerpt: The world tilapia aquaculture production grew from 380 000 tonnes in 1990 to 6 million tonnes in 2018, making it the fourth-largest species group in global aquaculture. Tilapias are the second-largest species group in Mexico’s aquaculture with its 53 000 tonnes of production contributing to around 20 percent of the 247 000 tonnes of total aquaculture production in 2018. Mexico is the second-largest tilapia capture fisheries country, and its 116 000 tonnes of tilapia capture fisheries production in 2018 was primarily contributed by culture-based fisheries. Overall, Mexico is the second-largest international market for tilapia products, and the 228 000 tonnes live weight equivalent of its tilapia import in 2018 was higher than its domestic production. The average per capita apparent tilapia consumption in Mexico was 3.08 kg (21 percent of its total fish consumption) in 2018, which was much higher than the 0.9 kg world average. This document assesses tilapia farming and the value chain in Mexico by examining tilapia farming systems and practices, dissecting the tilapia value chain, evaluating the sector’s social and economic performance, discussing the impacts of proper governance and institutions on the sector development, and highlighting potentials, issues, constraints and challenges in the development of tilapia farming or aquaculture in general. Book excerpt: This book offers the first comprehensive description of the prosody of nine Romance languages that takes into account internal dialectal variation. Teams of experts examine the prosody of Catalan, French, Friulian, Italian, Occitan, Portuguese, Romanian, Sardinian, and Spanish using the Autosegmental Metrical framework of intonational phonology and the Tones and Breaks Indices (ToBI) transcription system. The chapters all share a common methodology, based on a common Discourse Completion Task questionnaire, and provide extensive empirical data. The authors then analyse how intonation patterns work together with other grammatical means such as syntactic constructions and discourse particles in the linguistic marking of a varied set of sentence types and pragmatic meanings across Romance languages. The ToBI prosodic systems and annotations proposed for each language are based both on a phonological analysis of the target language as well as on the shared goal of using ToBI analyses that are comparable across Romance languages. This book will pave the way for more systematic typological comparisons of prosody across both Romance and non-Romance languages.
