Book excerpt: The recent economic troubles of Mexico should have surprised no one, for the Mexican economy is an unhealthy one whose basic problems extend back to the nineteenth century - that is the major theme of this study of the formative years of industrialization in Mexico. The author focuses on the forces - economic, political, and technological - that have thwarted Mexican efforts to become a competitive member of the international economic community. Unlike most previous studies, which have relied on aggregate data published by the Mexican government that lump together all industries and all firms, this study is based almost entirely on new material concerning individual companies and individual entrepreneurs. This approach enables the author to examine a wide range of new questions. What were the social origins of Mexico's industrial entrepreneurs? What was their relation to the government of Porfirio Diaz? How profitable were the major manufacturing companies? What effects did the Revolution of 1910-1917 have on the nation's physical plant and on investor confidence? What strategies did firms follow to protect their markets and to prevent competition? The author argues that the roots of modern Mexican industrialization are not to be found in the restructuring of the Mexican economy associated with the Revolution (indeed he contends that the Revolution's effect on the economy has been exaggerated) or in the economic growth stemming from World War II. Rather, he sees the Porfiriato as the decisive era in Mexico's industrialization. By examining the economic constraints on large-scale industrialization during the Porfiriato, he explains the factors that led to an industrial sector marked by concentration of ownership, oligopoly and monopoly production, the inability to compete in international markets, and the need for constant government protection and subsidies.

Tariffs have been lifted, agricultural markets have been opened and privatized, land reform policies have been restricted or eliminated, and the perspective has shifted radically toward exportation rather than toward the goal of feeding local citizens. Examining the impact of these transformations, the contributors to Food for the Few: Neoliberal Globalism and Biotechnology in Latin America paint a somber portrait, describing local peasant farmers who have been made responsible for protecting impossibly vast areas of biodiversity, or are forced to specialize in one genetically modified crop, or who become low-wage workers within a capitalized farm complex. Using dozens of examples such as these, the deleterious consequences are surveyed from the perspectives of experts in diverse fields, including anthropology, economics, geography, political science, and sociology. From Kathy McAfee's "Exporting Crop Biotechnology: The Myth of Molecular Miracles," to Liz Fitting's "Importing Corn, Exporting Labor: The Neoliberal Corn Regime, GMOs, and the Erosion of Mexican Biodiversity," Food for the Few balances disturbing findings with hopeful assessments of emerging grassroots alternatives. Surveying not only the Latin American conditions that led to bankruptcy for countless farmers but also the North's practices, such as the heavy subsidies implemented to protect North American farmers, these essays represent a comprehensive, keenly informed response to a pivotal global crisis.

Book excerpt: Economic liberalization, modern mass media, and new religious and political movements have touched even the most remote areas in Mexico, and the Northern Highlands of the state of Puebla are no exception. When this coincides with recent infrastructures such as roads and electricity and new income sources from cash crop production and urban migration, the nature of rural communities rapidly changes. This study shows how the people of the Totonac mountain village of Nanacatln deal with their increasingly pluriform and differentiated local world. By performing stories, rituals, and exchanges they have countered centrifugal cultural and social forces. Rather than leading to the demise of the community, modernization and globalization thus seem to have reinforced the sense of local belonging. How is this possible? This anthropological analysis points at the simultaneous efforts of new and old cultural brokers--ritual specialists and healers as well as young migrants--who recreate the community by linking the outside world to local customs. Their initiatives are taken up by women, crucial for community building through elaborate food exchanges, and men, whose involvement is central to public ritual life. Their combined efforts create a living community and link the village past to its rural- urban present and future, as a place of belonging in times of change. Book excerpt: Agrarian reforms transformed the Mexican countryside in the late twentieth century but without, in many cases, altering fundamental power relationships. This study of the Tehuacán Valley in the state of Puebla highlights different strategies to manipulate the local implementation of federal government programs. With their very differing successes in the struggle to regain and maintain control of land and water rights, these strategies raise important questions about the meaning of the phrase "locally controlled development." Because Mexico is dependent on irrigation for 45 percent of its cash crop production, national policy has focused on developing vast government controlled and financed irrigation systems. In the Tehuacán Valley, however, the inhabitants have developed a complex irrigation system without government aid or supervision. Yet, in contrast to most parts of Mexico, water rights can be bought and sold as a commodity, leading to accumulation, stratification, and emergence of a regional elite whose power is based on ownership of land and water. The analysis provides an important contribution to the understanding of local control. The findings of this study will be important to a wide audience involved in the study of irrigation, local agricultural systems, and the interplay between local power structures and the national government in developing countries. The book also presents unique material on gravity-fed, horizontal wells, known as qanat in the Middle East, which had been unknown in the literature on Latin America before this book.
