Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history -- and problematic future -- of several of Australias key neighbours in the Pacific and to the priorities and options of the European country that still rules them. Book excerpt: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

Book excerpt: Throughout the South Pacific, notions of ‘culture’ and ‘development’ are very much alive—in political debate, the media, sermons, and endless discussions amongst villagers and the urban élites, even in policy reports. Often the terms are counterposed, and development along with ‘economic rationality’, ‘good governance’ and ‘progress’ is set against culture or ‘custom’, ‘tradition’ and ‘identity’. The decay of custom and impoverishment of culture are often seen as wrought by development, while failures of development are haunted by the notion that they are due, somehow, to the darker, irrational influences of culture. The problem is to resolve the contradictions between them so as to achieve the greater good—access to material goods, welfare and amenities, ‘modern life’—without the sacrifice of the ‘traditional’ values and institutions that provide material security and sustain diverse social identities. Resolution is sought in this book by a number of leading writers from the South Pacific including Langi Kavaliku, Epeli Hau’ofa, Marshall Sahlins, Malama Meleisea, Joeli Veitayaki, and Tarcisius Tara Kabutaulaka. The volume is brought together for UNESCO by Antony Hooper, Professor Emeritus at the University of Auckland. UNESCO experts include Richard Engelhardt, Langi Kavaliku, Russell Marshall, Malama Meleisea, Edna Tait and Mali Voi.
