It is the Government's intention to tidy up the tool-kit for dealing with anti-social behaviour (ASB) and to involve victims and communities more directly in dealing with the problems. The Committee found the following: (i) Rationalising the number of anti-social behaviour (ASB) powers is welcome; (ii) Key elements necessary to tackle ASB are missing: good inter-agency working, intelligent information sharing and a network of services; (iii) The move away from automatic criminalisation for breach of an Injunction is positive, but the powers are far too wide; (iv) The "Community Remedy" must not "become the modern pillory or stocks": officers must have the discretion to choose alternative disposals; (v) The "Community Trigger" will not be effective against persistent ASB unless there is a national limit on the number of complaints that can be made before action is taken. The Committee recommended the following: (i) Strengthen the Community Trigger so that authorities that do not deal with ASB are identified and held to account; (ii) Set up a new National Anti-social Behaviour Forum headed by a chief constable, a housing association chief executive, and a local council leader, for a term of two years; (iii) End the arms race against Anti-social Behaviour by setting reasonable limits on the behaviour covered by the new powers.

The rights of victims will be the focus, with quick action taken to deal with persistent anti-social behaviour. The bill includes the new "community trigger", where police, councils and agencies would be forced to act if five households made a complaint about anti-social behaviour. There will also be the "community remedy", which provides a greater say for victims in what form of sanction an offender can receive out of court. Other main elements of the crime bill include: a breach of the forced marriage protection order to be criminalized; a dog attack on an assistance dog to become an aggravated offence; the offence of owning or being in charge of a dog that is out of control in public to be extended to private places; the maximum penalty for illegal importation and exportation of firearms to be increased, and a new offence of possession for sale or transfer created. Police and crime commissioners will be given responsibility for commissioning victims' services and arrangements for British Transport Police firearms officers. A test of "clear innocence" for determining eligibility for compensation in miscarriages for justice cases will also be established. Offenders sentenced to custody will also have to contribute to the Victims Surcharge - by removing the power of magistrates to add additional days to a sentence in lieu of payment. The Extradition Act 2003 will also be amended implementing the recommendations from former Court of Appeal judge Sir Scott Baker
