All of them have many commitments and involvements in international polar research and the protection of Antarctica for its scientific and aesthetic values. The fact that such a distinguished group has been willing to come to Goteborg, to my mind attests to the importance and timeliness of our topic and the relevance of epistemological and policy issues in this field. A presentation of each speaker and author is made within the relevant chapters in the text. My interest in the Antarctic has its origins in discussions with Anders Karlqvist, the Director of the Swedish Polar Research Secretariate at the Royal Academy of Science in Stockholm. Anders and I had worked together in the early 80's in a program on Technology and Culture, among other at the Research Policy Institute in Lund. At the time he was with the Swedish Council for Planning and Coordination of Research (FRN), its Committee for Future Oriented Research headed by Torsten Hagerstrand.

Part I of this study describes the social, power, and legal processes relating to Antarctica; reviews the geographic, technological, economic, and historical context in which these processes evolve, and how their special features affect such processes; and finally postulates the basic community policies with reference to which the process of claims and decisions in Antarctica are analyzed. Part II focuses on national claims to Antarctica by reviewing claims relating to the modes to establish exclusive appropriation of the area. Consequently, when he showed the link between the signals portrayed on the Mawson seismograph and catastrophic iceberg calving events from such outlets, he felt vindicated. He knew that this link could provide an early warning signal to those wanting to venture out across the sea-ice near to these potentially dangerous sites. His relationship with some of his fellow Antarcticans provide plenty of amusing anecdotal material, but underneath this apparent success story, is a gripping and tenuous relationship back home.
