Book excerpt: Messner and Rosenfeld (1994; 2013) developed the Institutional Anomie Theory (IAT) as an explanation for the high rates of serious crime in the United States. They theorize that high serious crime rates are the result of a culture that values material gain as the primary goal (i.e., the American Dream) with a weak social institutional structure. This study argues that IAT must be reconstructed because Messner and Rosenfeld: (1) discount religion as a social institution of importance, (2) exclude high inequality as a source of structural blockages, and (3) use the concept of the American Dream as a proxy for neoliberal capitalist ideology. As such, I argue that high serious crime rates are the result of the combination of economically-dominated non-economic social institutions-- family, religion, education, and polity--coupled with high inequality, and a neoliberal social structure of accumulation. This dissertation uses qualitative comparative analysis (QCA) to investigate the configurations of social institutions that lead to high serious crime and not high serious crime in the 50 U.S. states in 2007. Multiple institutional pathways were found that lead to high serious crime and not high serious crime. The pathways for states located in the South show that the combination of not weak religion and high inequality with either weak education or weak polity lead to high serious crime. The pathways for states not located in the South show more diversity with four pathways leading to high serious crime. Weak family, in combination with other institutions, leads to high serious crime. More generally, the findings demonstrate the importance of cultural issues beyond the American Dream. For example, states located in the South have distinctly different cultural issues with race playing a central role. In addition, this study determined the pathways that lead to not high serious crime. The majority of states not in the set of high serious crime are not located in the South. The four pathways to not high serious crime for states not located in the South had not high inequality in common. Further, these pathways suggest that the combination of not high inequality with not weak family and not weak religion or not weak family and not weak education leads to not high serious crime. These results point to a need for reducing inequality coupled with strengthening primary and secondary sites of socialization, important sources of informal social control, as a way to reduce high serious crime. The limitations of this dissertation are the cross-sectional nature of the study and U.S. states as the unit of analysis. Future research should: (1) test the findings from this study with data from different points in time, particularly from similar social structures of accumulation; (2) use countries as the unit of analysis in order to assess if pathways to high serious crime differ among countries; and (3) let the pathways that lead to high serious crime indicate which interaction effects to include in quantitative RIAT research.

Book excerpt: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite's motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

These increases were historically patterned, were often very rapid, and had a disproportionate impact on African Americans. Much of the crime explosion took place in a space of just ten years beginning in the early 1960s. Common explanations based on biological impulses, psychological drives, or slow-moving social indicators cannot explain the speed or timing of these changes or their disproportionate impact on racial minorities. Using unique data that span half a century, Gary LaFree argues that social institutions are the key to understanding the U.S. crime wave. Crime increased along with growing political distrust, economic stress, and family disintegration. These changes were especially pronounced for racial minorities. American society responded by investing more in criminal justice, education, and welfare institutions. Stabilization of traditional social institutions and the effects of new institutional spending account for the modest crime declines of the 1990s.

Book excerpt: The first empirical chapter follows extant empirical work using IAT to analyze variation in crime rates in the U.S. states from 1960-2010. While several other studies have conducted similar cross-sectional analyses on the U.S. states, my panel data provides a more complete view of American crime and its determinants, as well as increased statistical power. My findings here echo prior research, as I find that economic dominance and neoliberalism do influence crime rates. The second empirical chapter argues that these same institutional and ideological factors that increase crime also influence the use of imprisonment as a form of social control (over and above their effect on crime). Although I do find significant effects of ideology and institutional structure, my results deviate from my hypothesis. This finding points to an important debate over the values and policies associated with neoliberalism.

Book excerpt: This study examined socio-economic change, social institutions and serious property crime in transitional Russia. Durkheim's anomie theory and recent research on violence in Russia led us to expect an association between negative socio-economic change and property crime. Based upon institutional anomie theory, we also tested the hypothesis that the association between change and crime is conditioned by the strength of non-economic social institutions. Using crime data from the Russian Ministry of the Interior and an index of socio-economic change, we used OLS (Ordinary Least Squares) regression to estimate cross-sectional models using the Russian regions (n = 78) as the unit of analysis. Results surprisingly showed no effect of socio-economic change on two different measures of robbery, only very limited support for the hypothesis of direct effects of social institutions on crime, and obviously no support for the hypothesis that institutions moderate the effect of change on crime. We interpret these findings in the context of transitional Russia and conclude that rigorous research in other nations is important in determining the generalizability of criminological theories developed to explain crime in Western nations.
