The book reflects events and developments that took place prior to the summer of 1990, during the period marked by global confrontation between the two major power blocs of those days. With the end of that confrontation, as a result of the collapse of the former Soviet bloc and the disintegration of the Soviet Union itself, a new climate of parliamentary cooperation within the United Nations has come about. Consequently, there would now appear to exist a real prospect - perhaps for the first time since the establishment of the Organization - for a reconsideration of at least some of the practices that developed over the years within the cold war context, and which constitute a departure from the legal-constitutional requirements laid down by the Charter. Book excerpt: When the United Nations' Charter was signed in San Francisco in 1945, the number of African member states of the Organisation was only 4. By the end of 1960 it had risen to 22. Today it is 41. How has this come about? The answer is given in this valuable book by Dr. Yassin EI-Ayouty. The handful of Asian and African countries who had the privilege of foundation membership made it their business to see to it that their brethren who were still under the colonial yoke attained their freedom and independence as soon as possible and, in the meanwhile, that they were treated with decency and fairness by their colonial masters. It was a tough assignment. The struggle was long, requiring a great deal of patience and endurance. It was at times fierce, requiring much dogged resolution. It also called for the deployment of intellectual agility ofthe highest order. Fortunately all these qualities were available in the rep resentatives of Asia and Africa who led the great struggle. These dis tinguished delegates also demonstrated a wonderful degree of solidarity which has, happily, become an Afro-Asian tradition at the United Nations. The battle began even before the Organisation had itself become a fact. It would have been a more difficult struggle, had there been no provision in the Charter at all in respect of colonies, by whatever name called.

Book excerpt: In 1946, with its own minister for the first time, the Department of External Affairs embarked on a period of impressive growth and assumed responsibility for a broader range of foreign policy issues than ever before. Under the expert guidance of Lester Pearson, for a decade the department enjoyed popular and parliamentary consensus about international interests. The election of the Diefenbaker government in 1957 deprived the department of Pearson's experienced ministerial direction and exposed it to new priorities and new ways of doing things. At this time foreign policy consensus began to erode. As well, there was pressure to respond to the administrative revolution inaugurated by the Royal Commission on Government Organization (the Glassco Commission) appointed in 1960. After Pearson returned to office as prime minister in 1963, questioning by the public, and also by the governing party and the cabinet, became more fervent. Coming of Age concludes in 1968 as indications of a challenge to the principles underlying Canadian foreign policy emerged from a new generation of ministers, a challenge that would produce major changes after Pierre Trudeau became prime minister.
