However, natural forests, which once accounted for 48 per cent of land cover, has now been reduced to 29 per cent and continues to decrease every year. The Committee's report examines developments in UK public procurement practices since its earlier reports on sustainable public procurement (HCP 792-I, session 2001-02, ISBN 0215004671; published in July 2002 and HCP 266, session 2004-05, ISBN 0215024303; published April 2005). Issues discussed include: developments in the timber trade on illegal logging, recent revised Government guidance on procurement of legal and sustainable timber, the creation of a Central Point of Expertise on Timber (CPET) within DEFRA and the EU's Forest Law, Governance and Trade (FLEGT) action plan.

It analyzes some impacts of European standards of life on ecosystem services in developing countries. It presents eight case studies (agro-fuels, fishing, flower, palm oil, shrimp and fish farming, soybean, tourism, and tropical timber). For each of these cases, global importance and fluxes are described. The European Union’s imports or its contributions to global trade are evaluated. The impacts of the production of these food and other agricultural products on ecosystems and biodiversity are assessed in the production countries. The chapter identifies research priorities and suggests policy options for reducing the impacts of global trade on biodiversity and ecosystem services. The possibility of using technical trade barriers based on environmental criteria is explored. The role of a World Environment Organization in implementing an International Environmental Governance is discussed as well as more specific policy options.

Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. Their asymmetrical enforcement capacities can complement each other. This book explores ways to combat illegal fishing and logging in Asia-Pacific region by the use of cooperative legal measures, particularly anti-money laundering and confiscation of proceeds techniques. Contributors to this volume cover themes including: the nature of transnational environmental crime; patterns in laundering of illicit fish and forest products; networks for distribution of illicit products; weaknesses in current systems for assurance of the legality of products; and international legal cooperation to enforce anti-money laundering laws in relation to illicit products.
