Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect", in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds". Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story". As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reformin the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.

Production losses resulting from the closure of UtahAmerican’s deep Aberdeen mine and difficult mining conditions at the company’s West Ridge operation were made up for by increased production at Canyon Fuel’s Dugout Canyon, Skyline, and SUFCO mines. With the economy running strong for much of the year, employment averages increased 4.5%, mostly on the anticipation of full-scale longwall mining at Hiawatha Company’s Bear Canyon mine. The strong economy also helped the average price for a ton of Utah coal reach a 25-year high of $27.78. Distribution of Utah coal remained nearly steady in 2008 at 24.8 million tons, while outof- state coal imports increased by 68%, with most coal going to the Bonanza power plant in eastern Utah.

There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M&E). Part II examines the Bank's support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank's project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure -- percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M&E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank's involvement in climate change issues. But M&E remains weak: three-quarters of environment-related projects - those managed by sectors other than environment - lack reporting of environmental outcomes.
