Available in PDF, EPUB and Kindle. Book excerpt: Chronicles the rise and decline of Ontario universities from the halcyon 1960s to the Common Sense Revolution through the history of its planning association, the Council of Ontario Universities. Collective Autonomy: A History of the Council of Ontario Universities, 1962-2000 is the first full-length account of an organization that has played a major role in the development of the university system in Ontario. Edward J. Monahan served as the council’s chief executive officer for over fifteen years. This is his insider’s account, enhanced by archival material, of the key role the universities played in planning the high academic quality of the Ontario provincial university system. Collective Autonomy traces the evolution of Ontario universities over a period of forty years, from the halcyon days of the 1960s, during which massive injections of public funds transformed these institutions from ivory towers to public utilities, through the 1970s and ’80s when universities were downgraded as a government spending priority and problems began to develop. It concludes by looking at the problems created by the “Common Sense Revolution” and the resulting severe cutbacks in government grants to universities. It chronicles the efforts of the universities to preserve their autonomy while expanding their service to the common good, and their efforts to maintain the delicate balance between university autonomy and public accountability.

Available in PDF, EPUB and Kindle. Book excerpt: They analyse how Carleton University tried to adjust to the changing social values of the 1960s, describing how the administration tried to come to terms with financial constraint, the professors tried to shift their emphasis from teaching to research while fretting about job security, and the students challenged the traditional authority of university officials and professors in an effort to become fee-paying clients rather than pupils. Over and above these changes were attempts to come to grips with individual rights and the changing status of women. Creating Carleton is not only the story of how Carleton came to terms with these changes but a case study of the transformation of higher education in Ontario and in North America.

Download or read book The Development of Postsecondary Education Systems in Canada written by Donald Fisher and published by McGill-Queen's Press - MQUP. This book was released on 2014-08-31 with total page 538 pages. Available in PDF, EPUB and Kindle. Book excerpt: Significant public investment and increased access to higher education lead to economic development - governments across the political and ideological spectrum believe this and have designed and implemented policy based on this understanding. The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. Contributors include Jean Bernatchez (Université du Québec à Rimouski), Robert Clift (PhD candidate, University of British Columbia), Donald Fisher (University of British Columbia), Glen A. Jones (Ontario Institute for Studies in Education of the University of Toronto), Jacy Lee (McMaster University), Madeleine MacIvor (University of British Columbia), John Meredith (independent consultant), Kjell Rubenson (University of British Columbia), Theresa Shanahan (York University), and Claude Trottier (emeritus, Université Laval).
Download or read book Higher Education Policy An International Comparative Perspective written by F. Kaiser and published by Elsevier. This book was released on 2014-06-28 with total page 381 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tremendous changes are affecting the structure and funding of higher education in many countries. This volume attempts to identify and analyze the principles, structural features and modes of work of the different higher education policies operating in eleven countries, as well as their commonalities and differences in the light of both general international trends and country-specific factors. In order to gather the relevant information for the project, national correspondents were provided with an overarching framework to guide them in their work and to ensure maximum comparability of the resulting reports. Each country report is broken down into four sections: the structure and goals of higher education systems; authority in the system; higher education policy; and the impact of each on institutional governance and management. The final chapter draws together the general trends which have emerged: a move towards less state control; a strengthening of institutional autonomy and increased governance; competition between institutions; privatization of funding; greater market orientation and growing institutional accountability for quality and service.

Book excerpt: This document discusses Canada's universities and the public policies that have shaped and supported them. It focuses on universities and governments, and the delicate balance that marks their interdependence. It is concerned with Canadian federalism and the formulation of policy in and among 10 provincial governments as well as across the division of provincial and federal jurisdiction. It also identifies patterns both of divergence and convergence, of cooperation and conflict that attend public policy in a federal and intergovernmental context. Finally, it addresses the government and management of universities themselves.
