Download or read book The Social Fund 20 Years On written by Chris Grover and published by Routledge. This book was released on 2016-02-24 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2008 the Social Fund had been in operation for 20 years. This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.
Download or read book The Community Care Grant written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2010-12-16 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Community Care Grant provides an important safety net for those most in need by helping them to obtain essential items. The scheme has been frozen in cash terms since 2006-07, however, and future funding is expected to remain at £141 million a year. Applying for and awarding a grant is essentially a paper-based exercise and the quality of decision making is unsatisfactory. Around half of the appeals considered were found to contain significant errors because decisions were based on incomplete information and without challenging applicants' statements. At 12% of total Grant funds distributed, administrative error is too high. The risk of fraud and error is further increased by a lack of basic checks and balances: customers are not required to keep receipts and no spot checks are carried out by the Department. Moreover, at £19 million in 2008-09 and 13% of total funds distributed, administration costs are also unacceptably high. Funding is not fairly distributed across the country and more should be done to forecast demand based on established patterns and trends. Concerns were raised five years ago yet the Department still does not know whether fund distribution is fair. Finally, there is scope to make the purchasing arrangements more efficient. Agreeing central contracts for frequently requested items could generate financial savings of around £14 million a year for the scheme and provide a guarantee of quality to applicants. Such an approach can be used even if responsibility for decision making transfers to local authorities. Technological advances, such as the use of store cards, could also make purchasing easier for customers while preserving their dignity.

Download or read book The Declining Work and Welfare of People with Disabilities written by Richard V. Burkhauser and published by Rowman & Littlefield. This book was released on 2011-08-11 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In this provocative volume, Richard V. Burkhauser and Mary C. Daly argue that the U.S. disability system is failing--growing at an unsustainable pace for taxpayers and delivering relatively poor outcomes to those with disabilities. These outcomes are not the inevitable results of demographic or health changes but rather the unintended consequences of changes to two public programs designed to assist those with disabilities: Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI). Drawing on lessons from two recent policy initiatives--the reform of U.S. welfare policy and the reform of Dutch disability policy--and analyzing how public insurance and welfare program incentives affect behavior, Burkhauser and Daly argue for fundamental changes in the way disability is insured and managed. In keeping with the Americans with Disabilities Act's philosophy of encouraging people with disabilities to remain in the workforce, the authors recommend changes in SSDI and SSI that make work, rather than benefits, the primary goal of federal disability policy."--From publisher description.

Download or read book National Insurance Scheme Reforms in the Caribbean written by Koffie Ben Nassar and published by International Monetary Fund. This book was released on 2016-10-17 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weighed down by population aging, slow economic growth, and high unemployment, National Insurance Schemes in the Caribbean are projected to run substantial deficits and deplete their assets in the next decades, raising the prospects of government intervention. With the region highly indebted, this paper quantifies the impact of three parametric reforms—freezing pension benefits for two years, raising the retirement age and increasing the contribution rate by one percentage point—that, if implemented, would put the pension schemes on a stronger financial footing. While the appropriate combination of reforms necessary to eliminate the actuarial deficits varies depending on each country’s circumstances, most countries need to undertake reforms now or risk even higher taxes, lower growth and unsustainable debt dynamics.
Download or read book Empowerment and Control in the Australian Welfare State written by Philip Mendes and published by Routledge. This book was released on 2018-10-19 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the tensions between the competing social rights and social control functions of the modern Australian welfare state. By critically examining the history and rhetoric of the Australian welfare state from 1972 to the present day, and using the author’s long-standing research on the Australian Council of Social Service and other welfare advocacy groups, it analyses the transformation from rights-based to conditional welfare. The Labor Party Government from 1972-75 is identified as the only clear cut example of Australia positively using welfare payments and services as an instrument to promote greater social equity, inclusion and participation. Since the mid-1970s, the Australian welfare state has gradually retreated from the social rights agenda conceived by the Whitlam Government. Australia has followed other Anglo-Saxon countries in adopting increasingly conditional and paternalistic measures that undermine the protection of social citizenship outside the labour market. In contrast, this text makes the case for an alternative participatory and decentralized welfare state model that would prioritize social care by empowering and supporting welfare service users at a local community level. This book will be of interest to academics, students and policy-makers working within social policy, social work and political sociology.
Download or read book Nonfinancial Defined Contribution Pension Schemes in a Changing Pension World written by Robert Holzmann and published by World Bank Publications. This book was released on 2012-11-01 with total page 535 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nonfinancial Defined Contribution (NDC) schemes are now in their teens. The new pension concept was born in the early 1990s, implemented from the mid-1990s in Italy, Latvia, Poland and Sweden, legislated most recently in Norway and Egypt and serves as inspiration for other reform countries. This innovative unfunded individual account scheme created high hopes at a time when the world seemed to have been locked into a stalemate between piecemeal reforms of ailing traditional defined benefit schemes and introducing pre-funded financial account schemes. The experiences and conceptual issues of NDC in its childhood were reviewed in a prior anthology (Holzmann and Palmer, 2006). This new anthology published in 2 volumes serves to review its adolescence and with the aim of contributing to a successful adulthood. Volume 1 on Progress, Lessons, Implementation includes a detailed analysis of the experience and the key policy lessons in the old and new pilot countries and the implementation of NDCs elements in other reform countries. This volume 2 on Gender, Politics, Financial Stability includes deeper and new analyses of these issues that found little or no attention in the 2006 publication. The gender perspective includes 5 chapters with, perhaps, the most complete discussion on gender and pension issues available to date. The financial stability perspective addresses in 6 chapters critical micro- and macroeconomic aspects such as the balancing mechanism, the use of a reserve fund, the handling of legacy costs, and technicalities related to the management of the longevity risk when designing annuities. While the 2 volumes address many issues it also opens a number of new questions for which good answers are not yet readily available.
Download or read book Social Security s Investment Shortfall written by Nils Hemming Hakansson and published by World Scientific. This book was released on 2013 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study documents that the notion of Social Security as a minimal safety net is consistent with the views of both Adam Smith and Friedrich Hayek and that private social security accounts are inefficient and subject to moral hazard and huge productivity losses. It also introduces a novel approach to long-term investing suitable for perpetual funds consistent with the empirical phenomena of risk premia and mean reversion, including no asset sales and the use of short-term borrowing on a rollover basis to cover negative net inflows.
