First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

Book excerpt: The mention of Buddhism in Indonesia calls to mind for many people the Central Javanese monument of Borobudur, one of the largest Buddhist monuments in the world and the subject of extensive scholarly scrutiny. The neglect of scholarship on Buddhist art from later periods might lead one to assume that after the tenth century Buddhism had been completely eclipsed by the predominantly Hindu Eastern Javanese dynasties. Yet, as the works discussed here illustrate, extraordinary Buddhist images were still being produced as late as the fourteenth century. Violence and Serenity offers a close examination of some of the impressive works from East Java and Sumatra and explores their political and religious roles. The number of clearly identifiable Buddhist works from the Singasari and Majapahit dynasties (1222–ca. 1520) is limited, yet existing examples are impressive. They demonstrate a remarkable level of craftsmanship and are exceptionally expressive, exhibiting a range of emotions from the ferocious to the serene. Following a brief discussion of the early history of Buddhism in Indonesia, Natasha Reichle focuses each chapter on a specific statue or group of statues and considers the larger issues evoked by the images. Through a rarely examined depiction of the last Singasari king, she explores the nature of religion in Java in the late thirteenth century and what we know about tantric practices and the syncretism of Hinduism and Buddhism. She reassesses the question of portraiture in ancient Javanese art while contemplating the famous Prajñāpāramitā from Singasari. Notions of kingship are discussed in light of a number of statues depicting the Buddhist deity Amoghapāśa and his attendants and the meanings of the Amoghapāśa maṇḍala. The final chapter examines the origins and significance of one of Indonesia’s most spectacular sculptures, a four-meter-high Buddhist bhairava (demon) discovered in West Sumatra.

Book excerpt: The popular 1998 reformasi movement that brought down President Suharto’s regime demanded an end to illegal practices by state officials, from human rights abuse to nepotistic investments. Yet today, such practices have proven more resistant to reform than people had hoped. Many have said corruption in Indonesia is "entrenched". We argue it is precisely this entrenched character that requires attention. What is state illegality entrenched in and how does it become entrenched? This involves studying actual cases. Our observations led us to rethink fundamental ideas about the nature of the state in Indonesia, especially regarding its socially embedded character. We conclude that illegal practices by state officials are not just aberrations to the state, they are the state. Almost invariably, illegality occurs as part of collective, patterned, organized and collaborative acts, linked to the competition for political power and access to state resources. While obviously excluding many without connections, corrupt behaviour also plays integrative and stabilizing functions. Especially at the lower end of the social ladder, it gets a lot of things done and is often considered legitimate. This book may be read as a defence of area studies approaches. Without the insights that grew from applying our area studies skills, we would still be constrained by highly stylised notions of the state, which bear little resemblance to the state’s actual workings. The struggle against corruption is a long-term political process. Instead of trying to depoliticize it, we believe the key to progress is greater popular participation. With contributions from Simon Butt, Robert Cribb, Howard Dick, Michele Ford, Jun Honna, Tim Lindsey, Lenore Lyons, John McCarthy, Ross McLeod, Marcus Mietzner, Jeremy Mulholland, Gerben Nooteboom, J Danang Widoyoko and Ian Wilson. This book places Lia Eden’s prophetic trajectory in the context of diverse Indonesian spiritual and religious traditions, by which hundreds of others also claimed to have been commanded by God to lead people and to establish religious groups. This book offers a fresh approach towards the rich Indonesian religious and spiritual traditions with particular attention to the accounts of the emergence of indigenous prophets who founded some popular religions. It presents the history of prophetic tradition which remains alive in Indonesian society from the colonial to reform period. It also explores the ways in which these prophets rebelled against two hegemonies: colonial power in the past and Islamic orthodoxy in the present. The discussion of this book focuses on Lia Eden including her biography, claims to prophethood and divinity, the development of her group Eden Kingdom, her challenge to Islamic orthodoxy under the banner of the MUI (Indonesian Ulama Council), her persecution by radical groups, her experiences in court trials and imprisonment, and public responses to her emergence. The discussion also covers other themes currently drawing public attention in Indonesia, such as pluralism, religious freedom, tolerance, discrimination against minorities, and secularisation.
