The Congress of 1902 approved the project for another channel through Broad Sound, 35 feet deep at mean low water and feet wide, to President Roads, and for deepening the main channel from President Roads to the Charlestown and Chelsea bridges to 35 feet at mean low water and broadening it to feet where possible, at an expense of about and authorized contracts to the amount Of for beginning and prosecuting the work. Contracts have been let, and the work is progress ing. The summary of work done by lieut.-col. W. S. Stanton, Corps of Engineers, U. S. A., on page 56 of this report, shows the present condition of the project. A comparison between the tonnage entering the principal ports of the world, according to a table prepared by the Department of Commerce and Labor at Washington, and the port of Boston, may be interesting. Book excerpt: Excerpt from Annual Report of the Board of Harbor and Land Commissioners: For the Year 1895 On Oct. 17, 1895, a hearing was given in North Carver on the petition of the Muddy Pond Company for license to draw water from Coopers Pond in Carver. All other hearings were given by the Board at its office in Boston. South Boston Flats. The work of filling and improving the tide-water lands known as the Commonwealth's flats at South Boston has been confined to completing the work already laid out, and such incidental doings as have been necessary in connection therewith. During the year the filling of the 170 acres which have been inclosed by sea walls and bulkheads, together with the filling to grade 16 of the streets already planned thereon, has been completed with the exception of about 900 feet of Congress Street which still requires to be widened 25 feet. The contracts with Messrs. Perkins & White, dated June 13, 1893, and Aug. 3, 1894, for grading with gravel D and E Streets, between Cypher and Congress Streets, and the cross streets between C and E Streets, have been completed. During the year 33,162 cubic yards of gravel were delivered and placed, making a total of 73,662 cubic yards deposited under these contracts. The contract price was $46,407.06; this makes the cost of grading the streets 7.17 cents per square foot. Pursuant to the contract made Sept. 12, 1894, with the New England Dredging Company, for filling to grade 13 the seventy-acre lot north of Congress Street, 135,790 cubic yards of material have been deposited and graded. All other hearings were given by the Board at its office in Boston. April 14, 1898, the Board refused to grant a permit to the Eastern Dredging Company to dredge in Shirley Gut, for fear of disturbing the metropolitan sewer and the water pipe connection with Deer Island. May 31, 1898, the Board refused to grant a permit to the Bay State Dredging Company to dump dredged material in Mystic River near the shore line, as it could not be done at the place desired consistently with the public interest. June 15, 1898, Frank Rutzen, petitioner for license to build a boat landing in Dorchester Bay, at his own request was given leave to withdraw. June 21, 1898, the Board refused to grant a permit to Chas.E. Davis to dump dredged material in New Bedford harbor, owing to objections on the part of shore residents near the desired locality. Aug. 3, 1898, John Burns, petitioner for license to drive piles and construct blocks for repairing scows in Boston harbor at East Boston, at his own request was given leave to withdraw. Aug. 9, 1898, E. E. Tilden, petitioner for authority to remove stones from the beach at Point Allerton in Hull, was given leave to withdraw, on the ground that such removal would tend to weaken the beach. Oct. 5, 1898, Joseph Hellen, petitioner for license to drive piles in Mystic River in Medford, was given leave to withdraw, as the work proposed would be outside the United States harbor line. The Board has inspected from time to time the work done under appropriations made by the Commonwealth, on the South Boston flats, the Province Lands in Provincetown, and at Osterville, Meuamsha Inlet, Scorton harbor and Green Harbor; also the sites of proposed work in tide water, great ponds and the Connecticut River, covered by petitions and plans filed with the Board.
