Book excerpt: Excerpt from Annual Report of the Secretary of State, to the Governor of the State of Ohio, Including the Statistical Report to the General Assembly: For the Year 1872 The fees and perquisites of this office, very considerable, during and immediately following the war, on account of certificates to soldiers claims, are now confined principally to certificates of incorporation. On the business of the past two years, they will amount yearly to about seven hundred dollars. For the past fifteen years, as near as I can asoer tain, these fees have been recognized as a part of the income of the Sec retary of State. During the pendency of the Appropriation Bill for 1870, a clause was inserted in the Senate requiring the Secretary of State to certify all fees received by law into the State Treasury. This clause, after an exhaustive discussion in both Houses of its economic features, was retained in the General Appropriation Bill which became a law April 16, 1870. The fees received in this office by law amount to less than one-twelfth of the aggregate fees at the office, and the amount actually saved by this master stroke of economy foots up the stately total of but during the existence of the Appropriation Act of 1870, and twelve days after, I certified all fees received in this office, from all sources, whether by law or courtesy, into the State Treasury. The total amount of fees received in this office, from April 16, 1870, to April 28, 1871, was for which I hold as precious souvenirs, the receipts of the Treasurer of State. Since the expiration of the Appropriation Act of 1870, all fees received by law have been applied to the payment of clerk hire as per acts of February 26, 1846, and February 10, 1857; a detailed statement, to whom paid and for what services, will be found in this office. The fees by custom I have retained. I desire to call the attention of the General Assembly to this fact, and to say that I have instructed my successor in office to return these fees (a detailed account having been kept), to the persons from whom received; or, if so directed to certify an equal amount into the State Treasury, if in the Opinion of the General Assembly per year is all the compensation the Secre tary of State is entitled to receive. Book excerpt: Over the course of World War II, two million American military personnel occupied bases throughout the South Pacific, leaving behind a human legacy of at least 4,000 children born to indigenous mothers. Based on interviews conducted with many of these American-indigenous children and several of the surviving mothers, Mothers’ Darlings of the South Pacific explores the intimate relationships that existed between untold numbers of U.S. servicemen and indigenous women during the war and considers the fate of their mixed-race children. These relationships developed in the major U.S. bases of the South Pacific Command, from Bora Bora in the east across to Solomon Islands in the west, and from the Gilbert Islands in the north to New Zealand, in the southernmost region of the Pacific. The American military command carefully managed interpersonal encounters between the sexes, applying race-based U.S. immigration law on Pacific peoples to prevent marriage “across the color line.” For indigenous women and their American servicemen sweethearts, legal marriage was impossible; giving rise to a generation of fatherless children, most of whom grew up wanting to know more about their American lineage. Mothers’ Darlings of the South Pacific traces these children’s stories of loss, emotion, longing, and identity—and of lives lived in the shadow of global war. Each chapter discusses the context of the particular island societies and shows how this often determined the ways intimate relationships developed and were accommodated during the war years and beyond. Oral histories reveal what the records of colonial governments and the military have largely ignored, providing a perspective on the effects of the U.S. occupation that until now has been disregarded by Pacific war historians. The richness of this book will appeal to those interested the Pacific, World War II, as well as intimacy, family, race relations, colonialism, identity, and the legal structures of U.S. immigration.
