Book excerpt: Excerpt from Annals of St. Louis in Its Territorial Days, From 1804 to 1821: Being a Continuation of the Author's Previous Work, the Annals of the French and Spanish Period By an act of Congress of May 7,1800, the "Northwest Territory" was divided into two separate governments. That portion immediately west and adjoining Pennsylvania, became the territory of Ohio, and the balance of the country, extending west to the Mississippi river, was formed into the new territory of Indiana. On May 13, Gen. Wm. Henry Harrison, of Virginia, was appointed the Governor, and John Gibson, of Pennsylvania, Secretary of the new territory - and shortly afterwards Wm. Clark, Henry Vander-berg and John Griffin, Territorial Judges, who held the first term of their court at Vincennes, on March 3, 1801. The population of the new Territory, embracing all the country now Indiana, Illinois, Michigan and Wisconsin was 4,875, about one-half in the settlements in the American bottom on the Mississippi, and the balance on the Ohio, Illinois, Wabash and other points. Book excerpt: From the beginning of French rule of Missouri in 1720 through this state's abolition of slavery in 1865, liberty was always the goal of the vast majority of its enslaved people. The presence in eastern Kansas of a host of abolitionists from New England made slaveholding risky business. Many religiously devout persons were imprisoned in Missouri for "slave stealing." Based largely on old newspapers, prison records, pardon papers, and other archival materials, this book is an account of the legal and physical obstacles that slaves faced in their quest for freedom and of the consequences suffered by persons who tried to help them. Attitudes of both slave holders and abolitionists are examined, as is the institution's protection in both the Articles of Confederation and the U.S. Constitution. The book discusses the experiences of particular individuals and examines the Underground Railroad on Missouri's borders. Appendices provide details from two Spanish colonial census reports, a list of abolitionist prison inmates with details about their time served, and the percentages of African Americans still in bondage in 16 jurisdictions from 1820 to 1860.

He is injured in a fall at Monticello, and his arm is still in a sling months later when he narrowly escapes drowning during a solitary horseback ride. Jefferson obtains temporary financial relief by transferring a $20,000 debt from the Bank of the United States to the College of William and Mary. Aided by a review of expenditures by the University of Virginia that uncovers no serious discrepancies, Jefferson and the Board of Visitors obtain a further $60,000 loan that permits construction to begin on the Rotunda. Jefferson drafts but apparently does not send John Adams a revealing letter on religion. He exchanges long letters discussing the Supreme Court with Justice William Johnson, and he writes to friends about France’s 1823 invasion of Spain. Jefferson also helps prepare a list of recommended books for the Albemarle Library Society. In November 1822, Jefferson’s grandson Francis Eppes marries Mary Elizabeth Randolph. He gives the newlyweds his mansion at Poplar Forest and visits it for the last time the following May. In a letter to James Monroe, Jefferson writes and then cancels “my race is near it’s term, and not nearer, I assure you, than I wish.”
