Book excerpt: In the early eighties, the unthinkable began to happen to the farm sector and its financial institutions. The outlook for commodity prices and farm income worsened abruptly as an export boom collapsed with little warning. Most farmers had just experienced their most prosperous decade ever and were relying heavily on credit to continue the rapid growth of their income and wealth. As it became increasingly hard for farmers to repay their debts, the financial trouble spread to financial intermediaries with significant involvement in farm lending: commercial banks, some of the larger life insurance companies, and the Farm Credit System. It turned out that the downward spiral of the farm credit crisis had reached bottom in 1986, as judged from farm loan delinquency rates and farmland prices. A remarkable recovery ensued, based in large part on huge government income payments to farmers and further aided by the restoration of order to the operations and viability of the Farm Credit System. The story of these tumultuous years of boom and bust is vividly presented in this book, by analysts and administrators who were immersed in the unfolding events and engaged in studying, devising, or administering governmental policies and actions.

In this paper we address these questions by examining the farm land price boom (and bust) in the United States that preceded the Great Depression. We find that credit availability likely had a direct effect on inflating land prices. Credit availability may have also amplified the relationship between the perceived improvement in fundamentals and land prices. When the perceived fundamentals soured, however, areas with higher ex ante credit availability suffered a greater fall in land prices, and experienced higher bank failure rates. Land prices stayed low for a number of decades after the bust in areas that had higher credit availability, suggesting that the effects of booms and busts induced by credit availability might be persistent. We draw lessons for regulatory policy.

To increase profits and payouts to investors as stock prices soared, corporate managers consolidated businesses, outsourced manufacturing to low-wage countries, and adopted new technologies to increase productivity. Government officials then facilitated mergers and negotiated free trade agreements to speed the process of globalization. Wall Street became an engine of capital accumulation and a force for global change. These developments resulted in massive job losses and stagnant wages for most Americans. Yet the story has its dark side, from the plight of the Okies in the 1930s to the farm crisis of the 1980s to today's concerns about low crop prices and the impact of biotechnology. Looking at U.S. farming over the past century, Bruce Gardner searches out explanations for both the remarkable progress and the persistent social problems that have marked the history of American agriculture. Gardner documents both the economic difficulties that have confronted farmers and the technological and economic transformations that have lifted them from relative poverty to economic parity with the nonfarm population. He provides a detailed analysis of the causes of these trends, with emphasis on the role of government action. He reviews how commodity support programs, driven by interest-group politics, have spent hundreds of billions of dollars to little purpose. Nonetheless, Gardner concludes that by reconciling competing economic interests while fostering productivity growth and economic integration of the farm and nonfarm economies, the overall twentieth-century role of government in American agriculture is fairly viewed as a triumph of democracy.

And Roscoe Pound, a boy from Lincoln, went on to become one of the nation's great legal philosophers. Nebraska holds a prominent position in the field of Native American legal history, and the state's original inhabitants have been at the center of many significant developments in federal Indian policy. Nebraska Indian legal history is replete with stories of failure and success, heartache and triumph, hardship and hope. These stories are more than a mere record of the past, of treaties broken or trials won -- they are reminders of the ongoing and sometimes tense relations among the many peoples and nations that make up the heartland. Much of Nebraska law reflects mainstream American law, yet Nebraskans also have been open to experiment and innovation. The state revamped the legislative process by establishing the nation's only unicameral legislature and pioneered public employment collective bargaining and dispute resolution through its industrial relations commission and its relaxation of strict separation of powers. These seemingly contradictory trends, however, are but differing expressions of a single underlying principle inscribed in the state's motto: "Equality Before the Law."
