Book excerpt: The technologies of information and communications and their application are becoming central issues for all governments trying to achieve long-run growth and international competitiveness. This country study provides a comprehensive analysis of the role of informatics in economic development and examines Turkey's efforts to develop its capacity in those areas. During the 1980s, Turkey laid the foundation for its transition to an information-based economy by liberalizing finance and investment regulations and by reducing barriers to competition. Tariffs on computer equipment were slashed, and the government embarked on a program of investment in the communications system. Investors responded, particularly in the finance and travel sectors and in select operations of large corporations. But the largest consumer of these technologies is still the Turkish government. And gains in productivity expected from modernization have not yet been widely evident. This study says that the most effective policy to promote an information-based economy is a commitment to open competitive markets. The major factor in that commitment is building up an educated workforce. Although Turkey's performance in this area is better than most developing countries', this report contends it needs to do more to meet its goal of full participation in the new era of informatics. The study contains cross-country comparative data throughout the book and in annexes.

It reviews the objectives of the Integrated Survey (IS) and includes a brief description of the analysis plans as well as a review of the other uses to which the IS data can be applied, such as the computation of weights for consumer price indices. A presentation of the prototype questionnaire and the rationale for the structure of the questionnaire and the reasons for including the various sections and questions is provided. It reviews issues related to survey organization and field logistics, with special emphasis on organizing survey operations in such a way that delays in survey implementation are reduced and that adequate checks are built in to control the levels of non-sampling error that can so easily threaten the success of such a survey. The document describes the steps of computing the essential household income and expenditure aggregates and subaggregates needed to develop household accounts. Finally, issues related to the presentation of the initial survey results are discussed.

Book excerpt: The World Bank's policy of structural adjustment was analyzed to test the utility of a qualitative technique, textual analysis, for assessing the coherence of the formulation and implementation of public policy. This treatise provides an approach for examining the various components of an articulated policy. It especially evaluates the coherence of the socio-political themes as they were reflected within selected official internal documents used by the Bank during the years 1980-1989, to examine the Bank's policy and general approach as it was exhibited towards the regions of Africa, Latin America, and the Caribbean. The adopted methodology, based upon the sociology of knowledge, developed a cognitively based system for coding verbal protocols or social knowledge (meanings, perceptions, and biases). In practice, the methodology transforms textual information into a set of conceptual maps through the use of computer-assisted techniques. The methodology related social (geographical proximity) within cognitive (Bank loan agreement) data at multiple points in time. The maps were then combined to demonstrate differences and similarities within their shared knowledge. Some of the resulting conclusions were that the World Bank's policy has changed over time and its ideological framework has shifted from an emphasis on basic needs, (1980-1985) and to the encouraging of efficiency and acknowledgment to a reduction of the social costs of adjustment and assistance to vulnerable groups (1985-1989). Attention to individual country political systems, their environment, and their ability to absorb the "shock" and timeliness of the policy's implementation has increased over time; this was reflected within the Bank's efforts to incorporate the input of governments within the process of adjustment, especially in the latter part of the decade. Also, the policy varied as a function of its targeted regions of implementation, yet countries within each region were treated uniquely. When technique is employed in conjunction with quantitative data, such as demographic changes, it can be used to explore potential changes within a country or region through the use of computer simulation. The general approach of data collection, data structuring, and information activity and analysis produced a toolkit for conducting cost-effective and highly valid analyses of qualitative social research.
