Book excerpt: The creation of the Constituencies Development Fund through the Constituencies Development Fund Act of 2003 was a noble gesture towards equitable distribution of resources and steering development from below. The Act vests upon the members of parliament power to manage the fund through the constituency development committee. However the Act gives members of parliament direct access to state resources to further their own interests thereby undermining efficiency in resource use. The book reveals that low level of political institutionalization is favored by the political elite in Kenya as it creates an enabling environment for wealth accumulation through corruption. Loopholes in the Act establishing the kitty has seen Constituencies Development Fund emerge as a new platform for political patronage The fund is a tool for mobilizing support at the grass root level through initiation of development projects in exchange for votes. The book is meant for students pursuing Political Science and Development studies both at undergraduate and postgraduate levels and scholars interested in research on the performance and challenges of decentralization of development resources in Kenya.

In carry-out the research 61 questionnaires were distributed to Head of Departments in Kaloleni District, Civil Society Organisations, Constituency Development Fund Committee members and Project Management Committees.The study is a descriptive research which adopted cross-sectional study technique where different strata were used to carry-out data collection, the stratas being Head of Departments in Kaloleni District, Civil Society Organisations, Constituency Development Fund Committee members and Project Management Committees.Implementation of CDF projects was evaluated from the perspective of the variables persistent in the implementation process and how these factors influence cost effectiveness. variables such as Variation of materials prices, Compliance, Delay in government disbursement of CDF funds to the constituency, Technical incapacities of the Constituency Development Fund committees and the Project Management Committees, Monitoring and Evaluation of the CDF projects by the CDF committee and service providers (Line Ministries), Ministry of Roads and Public Works supervision, Value Added Tax (VAT) cumulatively impact on the level of cost effectiveness by 81%.Ministry of Roads and Public Works supervision, Variation of materials price, Value Added Tax (VAT) was observed to significantly impact on cost effectiveness of CDF by approximately 200% effect positively as well as negatively dependent on the scenario of the projects implementation.

Book excerpt: This book explores the increasing use of Constituency Development Funds (CDFs) in emerging democratic governments in Africa, Asia, the Caribbean, and Oceania. CDFs dedicate public money to benefit parliamentary constituencies through allocations and/or spending decisions influenced by Members of Parliament (MPs). The contributors employ the term CDF as a generic term although such funds have a different names, such as electoral development funds (Papua New Guinea), constituency development catalyst funds (Tanzania), or Member of Parliament Local Area Development Fund (India), etc. In some ways, the funds resemble the ad hoc pork barrel policy-making employed in the U.S. Congress for the past 200 years. However, unlike earmarks, CDFs generally become institutionalized in the government’s annual budget and are distributed according to different criteria in each country. They enable MPs to influence programs in their constituencies that finance education, and build bridges, roads, community centers, clinics and schools. In this sense, a CDF is a politicized form of spending that can help fill in the important gaps in government services in constituencies that have not been addressed in the government’s larger, comprehensive policy programs. This first comprehensive treatment of CDFs in the academic and development literatures emerges from a project at the State University of New York Center for International Development. This project has explored CDFs in 19 countries and has developed indicators on their emergence, operations, and oversight. The contributors provide detailed case studies of the emergence and operations of CDFs in Kenya, Uganda, Jamaica, and India, as well as an analysis of earmarks in the U.S. Congress, and a broader analysis of the emergence of the funds in Africa. They cover the emergence, institutionalization, and accountability of these funds; analyze key issues in their operations; and offer provisional conclusions of what the emergence and operations of these funds say about the democratization of politics in developing countries and current approaches to international support for democratic governance in developing countries.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.
