The resilience of communication infrastructure is vital for the well being of any country. It is essential to build a robust and interoperable Information and Communication Technology (ICT) infrastructure before the disaster, which will facilitate patch/restore/reconstruct it when and after the disaster hits. Overviews for most ICT standards currently available are introduced. This background is needed for any emergency communication interoperability plan. Training is very important so that staffs will be ready when needed to implement the emergency plans Exercises such as Strong Angel III (SAHI) are always the best approach to explore different ICT systems and these systems resilience in the case of disaster in the context of power, range, and interoperability. The Hashemite Kingdom of Jordan (Jordan) may benefit from studying the U.S's experience in emergency communications and may consider modifying its communications interoperability plans and improve its infrastructure to enhance readiness for disasters. The author explored Jordan's current emergency communications interoperability plans, policies, Emergency Operation Plans (EOPs) and compared Jordan's HA/DR communications readiness level versus that of the U.S. Based on the technological aspects of emergency communications, Jordan's communications environment, the requirements analysis of emergency communications plan, and lessons learned from the U.S. experience, a proposed Jordan Emergency Communications Interoperability Plan (JECIP) is introduced in this thesis.

Book excerpt: Congress and the Administration have recognized that a successful response to a future major incident - either a terrorist attack or natural disaster - requires a coordinated, "interoperable" response by the Nation's public safety, public health, and emergency management community, both public and private, at the Federal, State, tribal, Territorial, regional, and local levels. Recognizing the need for an overarching strategy to help coordinate and guide such efforts, Congress directed the Department of Homeland Security to develop the first National Emergency Communications Plan (NECP). The purpose of the NECP is to promote the ability of emergency response providers and relevant government officials to continue to communicate in the event of natural disasters, acts of terrorism, and other man-made disasters and to ensure, accelerate, and attain interoperable emergency communications nationwide. To strengthen emergency communications capabilities nationwide, the Plan focuses on technology, coordination, governance, planning, usage, training and exercises at all levels of government. This approach recognizes that communications operability is a critical building block for interoperability; emergency response officials first must be able to establish communications within their own agency before they can interoperate with neighboring jurisdictions and other agencies.

Ad hoc and voluntary groups of environmentalists, developers, businesspeople, federal and state resource managers, farmers, loggers, local citizens, and those representing recreation interests use deliberation and consensus to enhance public policy performance. Instead of focusing on specific issues such as air pollution, GREM emphasizes the integrated management of entire watersheds and ecosystems. But what happens to democratic accountability in these collaborative efforts? Despite concerns that they might result in special interest government, the acceleration of environmental degradation, and an end-run around national environmental protection laws, this book suggests otherwise. Bringing Society Back In establishes a theoretical framework for exploring issues of policy performance and democratic accountability raised by GREM. Through three case studies—the Applegate Partnership in Oregon, the Henry's Fork Watershed Council in Idaho, and the Willapa Alliance in Washington state—it explores the mechanisms used to determine how accountability works. The book finds that by combining traditional and formal governance structures with informal institutions, GREM can be accountable to individuals, communities, surrounding regions, and the nation. The book also identifies conditions under which GREM is most likely to achieve democratic accountability. In addition, it investigates the connection between accountability and policy performance. The evidence suggests that GREM can produce environmental policy outcomes that are supportive not only of the environment and economy, but also of environmental sustainability.
