This book was released on 1991 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Consultant Report is a longitudinal examination of CHAMPUS mental health per capita expenditures and utilization for eligible beneficiaries less than 18 years in the Fort Bragg, NC, Fort Stewart, GA, and Fort Campbell, KY Army catchment areas. The overall study period was from October, 1987 to February, 1991. In August, 1989 the Army Medical Department contracted with the state of North Carolina to provide all mental health services to these eligible beneficiaries in the Fort Bragg catchment area. The effect of this demonstration project on the rate of increase in government mental health per capita expenditures was examined in detail. Prior to the demonstration project at Fort Bragg, mental health per capita expenditures for eligible beneficiaries under age 18 appeared stabilized and demonstrated only a relatively low monthly rate of increase of $55/1000 beneficiaries. Following initiation of the demonstration project, this monthly rate of increase rose dramatically to $812/1000 beneficiaries by the mid point of the post demonstration project period, or a 1, 472% change. This rapidly escalating upward trend was also demonstrated when per capita utilization was examined.

The report follows the same analysis and presentation of Optenberg, S.A., November 1993)--which compared mental health expenditures in beneficiaries of ages less than 18. Prior to the Demonstration Project, Fort Bragg ranked 12 out of 37 HSC catchment areas in terms of highest per capita expenditures; by the end of the study period it ranked 21 out of 35. When comparing estimated trends in per capita monthly expenditures, Fort Bragg had an average decrease in pre-to post-demonstration period growth (100% decrease).

This book was released on 2018-03-01 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: Thanks to remarkable advances in modern health care attributable to science, engineering, and medicine, it is now possible to cure or manage illnesses that were long deemed untreatable. At the same time, however, the United States is facing the vexing challenge of a seemingly uncontrolled rise in the cost of health care. Total medical expenditures are rapidly approaching 20 percent of the gross domestic product and are crowding out other priorities of national importance. The use of increasingly expensive prescription drugs is a significant part of this problem, making the cost of biopharmaceuticals a serious national concern with broad political implications. Especially with the highly visible and very large price increases for prescription drugs that have occurred in recent years, finding a way to make prescription medicinesâ€"and health care at largeâ€"more affordable for everyone has become a socioeconomic imperative. Affordability is a complex function of factors, including not just the prices of the drugs themselves, but also the details of an individual's insurance coverage and the number of medical conditions that an individual or family confronts. Therefore, any solution to the affordability issue will require considering all of these factors together. The current high and increasing costs of prescription drugsâ€"coupled with the broader trends in overall health care costsâ€"is unsustainable to society as a whole. Making Medicines Affordable examines patient access to affordable and effective therapies, with emphasis on drug pricing, inflation in the cost of drugs, and insurance design. This report explores structural and policy factors influencing drug pricing, drug access programs, the emerging role of comparative effectiveness assessments in payment policies, changing finances of medical practice with regard to drug costs and reimbursement, and measures to prevent drug shortages and foster continued innovation in drug development. It makes recommendations for policy actions that could address drug price trends, improve patient access to affordable and effective treatments, and encourage innovations that address significant needs in health care.

Book Affordable Excellence

Available in PDF, EPUB and Kindle. Book excerpt: "Today Singapore ranks sixth in the world in healthcare outcomes well ahead of many developed countries, including the United States. The results are all the more significant as Singapore spends less on healthcare than any other high-income country, both as measured by fraction of the Gross Domestic Product spent on health and by costs per person. Singapore achieves these results at less than one-fourth the cost of healthcare in the United States and about half that of Western European countries. Government leaders, presidents and prime ministers, finance ministers and ministers of health, policymakers in congress and parliament, public health officials responsible for healthcare systems planning, finance and operations, as well as those working on healthcare issues in universities and think-tanks should know how this system works to achieve affordable excellence."--Publisher's website.

Download or read book Almost a Revolution written by Paul S. Appelbaum and published by Oxford University Press, USA. This book was released on 1994 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: Doubts about the reality of mental illness and the benefits of psychiatric treatment helped foment a revolution in the law's attitude toward mental disorders over the last 25 years. Legal reformers pushed for laws to make it more difficult to hospitalize and treat people with mental illness, and easier to punish them when they committed criminal acts. Advocates of reform promised vast changes in how our society deals with the mentally ill; opponents warily predicted chaos and mass suffering. Now, with the tide of reform ebbing, Paul Appelbaum examines what these changes have wrought. The message emerging from his careful review is a surprising one: less has changed than almost anyone predicted. When the law gets in the way of commonsense beliefs about the need to treat serious mental illness, it is often put aside. Judges, lawyers, mental health professionals, family members, and the general public collaborate in fashioning an extra-legal process to accomplish what they think is fair for persons with mental illness. Appelbaum demonstrates this thesis in analyses of four of the most important reforms in mental health law over the past two decades: involuntary hospitalization, liability of professionals for violent acts committed by their patients, the right to refuse treatment, and the insanity defense. This timely and important work will inform and enlighten the debate about mental health law and its implications and consequences. The book will be essential for psychiatrists and other mental health professionals, lawyers, and all those concerned with our policies toward people with mental illness.
