A meeting was held to discuss the dimensions of the problem and develop a research strategy. The BESRL representatives were discouraging about the possibilities of finding a selection instrument that would differentiate accurately between effective and ineffective recruiters. Because predictor data for the Recruiter Self Description Blank (R-SDB) on practicing recruiters were readily available and USAREC representatives felt they could obtain sound criterion ratings, an agreement was reached to do a quick analysis of the R-SDB scores and ratings of effectiveness on the job. This document presents the consolidated results and expands on research for an Army recruiter selection program analysis and a basic recruiter training program evaluation. A brief overview of each project is provided, as are recommendations for future practices. Results reported in this document are drawn from documents, interviews, and data collected from October 1987 through April 1989 at the U.S. Army Recruiting Command, Fort Sheridan, IL, and at the Recruiting and Retention School, Fort Harrison, IN. This research focused on improving recruiter productivity and investigated the potential of the Recruiter Selection Battery - Experimental (RSB-X) to predict performance on-the-job and in training. The project also investigated the quality of the formal school training provided to new recruiters.

Available in PDF, EPUB and Kindle. Book excerpt: Analysis of U.S. Army Reserve recruiting is conducted across the U.S. Army with data from the Recruit Quota System (REQUEST) . A combination of partial manual data entry and a decided lack of tools for large scale data extraction make REQUEST difficult to use for analysis without an extensive knowledge of the system. In this thesis, I develop a process for screening, preparing, and evaluating REQUEST data for subsequent analysis. This process uses data mining software to progressively work through a series of rules that outline data inconsistencies, mark these records for exclusion and later investigation, and generate a "clean" dataset for analysis. I examine enlistments over a four year period with respect to Military Occupational Specialty and training program structure. Data from the Army Training Requirements and Resource System (ATRRS) are used to provide an overview of Initial Entry Training seat quotas and usage, and to confirm and/or update training dates in the REQUEST dataset. The joint examination of enlistments and training seats provides new insights into enlistment patterns. Additional analysis is possible using demographic data provided by the U.S. Army Recruiting Command. I provide summaries of a few key demographic variables for various subsets of the enlistees, and discuss how similar analyses might prove useful for targeting recruiting efforts and incentives more effectively. Good decisions require good data. This thesis is a start in providing a framework for generating quality USAR accession data for analysis.

Available in PDF, EPUB and Kindle. Book excerpt: This research included both a process evaluation and an outcomes evaluation of the Army Recruiter Course (ARC). The process evaluation examined seven elements of the ARC: (1) Recruiter Candidates, (2) Course Content, (3) Instructional Strategies, (4) Media and Materials, (5) Instructors, (6) Instructional Environment, and (7) Student Evaluation Procedures. The outcome evaluation examined the attitudes that students and instructors held toward the ARC. Student achievement data and attitudes toward the course were collected through observations, interviews, and questionnaires. Data were also collected from instructors. Correlational analyses and multivariate tests, along with other procedures, were used to examine the data. The course is regarded positively by both students (past and present) and instructors. Negative correlations between course evaluations and test performance were found, with the exception of performance in the Recruiter Exercise. Generally, the data indicated that the better the student, the more negative the evaluation. In summary, the ARC is effective and is meeting its primary goal. (sdw).

Book excerpt: This paper analyzes the U.S. Army process for recruiting and training soldiers to determine if Army Transformation is properly geared toward manning the Objective Force. The study begins by analyzing the nature of the battlefield of 2020 in order to determine what skills and traits will be required of the Objective Force soldier. The study then goes on to review the Army process for selecting and recruiting soldiers, as well as any planned changes in those processes. Finally, the study reviews lessons learned from pertinent Army training and experiments, to include the Digital Division, the Army Experiment Program, and the Interim Brigade Combat Team (IBCT) to determine if there are any relevant lessons for training future soldiers. This study then concludes that the Army's manpower needs in the future will be for a far more qualitatively superior soldier than the Army of today: a soldier that is older, more educated, more computer literate and more capable of operating independently on the future battlefield; that Army recruiting and training systems are postured to deliver that soldier in 2020; that in lieu of universal service, the Army will need to be more competitive in recruiting in order to recruit soldiers with the requisite skills of the Objective Force.
