Book excerpt: This volume is a compendium of papers presented during the International Workshop on Air Traffic Management, which took place in Capri, Italy, on September 26-30, 1999. The workshop was organized by Italian National Research Council in co-operation with the University of Rome "Tor Vergata", and the Massachusetts Institute of Technology (MIT). This was the fifth in a series of meetings held periodically over a ten-year span for the purpose of encouraging an exchange of views and fmdings by scientists in the field of Air Traffic Management (A TM). The papers presented at the workshop dealt with a wide range of topics and covered different aspects that are currently important in Air Traffic Control and Air Traffic Management. This volume contains only a subset of the papers presented, namely the ones that addressed the main area emphasis in the workshop, new concepts and methods. The subject of the first two papers is Collaborative Decision Making (CDM), a concept which embodies, to a large extent, the new philosophy of partial decentralization and increased delegation of responsibilities to users in A TM operations. In the first of these papers Wambsganss describes the original CDM project and its initial implementation in the form of the Ground Delay Program Enhancements. He also provides a brief description of some of the tools that have been developed as part of the CDM effort and identifies future research and development requirements.

Book excerpt: This dissertation gives a comprehensive study of the theory and practice of the advanced terminal area air traffic management and control. The entire terminal area ATM/C system has been formulated as a feedback control system, with individual subsystems identified and described. The ground control system, which is one of the two major control elements in the system, has been studied in detail. Definitions, purposes, input, output, and the processing steps of the control functions in the ground control system have been discussed. Automation of these functions has been recommended. One of the control functions, namely, the path generation function has been presented to demonstrate the automation implementation. Formulated as a two point boundary values problem (TPBVP) of optimal control, solution techniques and numerical examples of the path generation problem have been presented. A Newton-Raphson method on trajectory optimization has been used to carry on the computer simulation. Finally, a one-degree-of-freedom, speed control final approach problem has been presented to demonstrate the application of parametric error analysis to ATM/C system performance evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: The cost of air traffic delays is well documented, and furthermore, it is known that the significant proportion of delays is incurred at airports. Much of the air traffic flow management literature focuses on traffic flows between airports in a network, and when studies have focused on optimizing airport operations, they have focused largely on a single aspect at a time. In this thesis, we fill an important gap in the literature by proposing unified approaches, on both strategic and tactical levels, to optimizing the traffic flowing through an airport. In particular, we consider the entirety of key problems faced at an airport: a) selecting a runway configuration sequence; b) determining the balance of arrivals and departures to be served; c) assigning flights to runways and determining their sequence; d) determining the gate-holding duration of departures and speedcontrol of arrivals; and e) routing flights to their assigned runway and onwards within the terminal area. In the first part, we propose an optimization approach to solve in a unified manner the strategic problems (a) and (b) above, which are addressed manually today, despite their importance. We extend the model to consider a group of neighboring airports where operations at different airports impact each other due to shared airspace. We then consider a more tactical, flight-by-flight, level of optimization, and present a novel approach to optimizing the entire Airport Operations Optimization Problem, made up of subproblems (a) - (e) above. Until present, these have been studied mainly in isolation, but we present a framework which is both unified and tractable, allowing the possibility of system-optimal solutions in a practical amount of time. Finally, we extend the models to consider the key uncertainties in a practical implementation of our methodologies, using robust and stochastic optimization. Notable uncertainties are the availability of runways for use, and flights' earliest possible touchdown/takeoff times. We then analyze the inherent trade-off between robustness and optimality. Computational experience using historic and manufactured datasets demonstrates that our approaches are computationally tractable in a practical sense, and could result in cost benefits of at least 10% over current practice.

Book excerpt: This study was undertaken in connection with a comprehensive evaluation of proposed new investments in the upgraded Third Generation Air Traffic Control System. It involved a quantitative analysis of the relationship between ATC system outputs and inputs. Outputs are defined in terms of operations handled while inputs consist of labor and capital. Separate production functions were estimated for enroute (ARTCC) and terminal (tower) control operations. In each case, two different sets of data were used. One consisted of a cross-section of observations on individual facilities in a single year. The other was a time series of annual observations on that portion of the system taken as a whole. Following development of the production functions, an optimality analysis was conducted. Estimates of the unit cost of labor and capital were developed. These were combined, via a mathematical optimization procedure, with the preferred production functions to compute least-cost combinations of labor and capital for various levels of ATC service demand. The results indicate that, for both centers and towers, substantial additions to the net capital stock will be required over the years to come if expansion of the system (to meet growing service demand) is to be economically efficient. Book excerpt: This work studies the automation of the terminal area Air Traffic Management and Control (ATM/C) system. The ATM/C decision-making process is analyzed and broken down into a number of "automation functions". Each of these functions is described with particular emphasis on its role in the overall system and its interactions with the other ATM/C automation functions. Runway Scheduling and Traffic Flight Plan Generation are identified as the two functions with the greatest potential for providing efficiency improvements over the current terminal area ATC system and are studied in detail. A very general Mixed Integer Linear Programming (MILP) formulation of the Runway Scheduling problem is developed. Less general formulations and algorithms which have appeared in the literature are reviewed and evaluated. A heuristic algorithm is developed. The algorithm is based on the work of Dear and adopts the Maximum Position Shifting methodology proposed by him [DEA 76]. It extends Dear's work in several ways: (1) it is applicable to multiple runway configurations. (2) it is designed to operate in a real-time simulation environment, and (3) it is designed to accept arbitrary constraints imposed by the ATM/C controller. The methodology for generating flight plans is developed. Flight plans are based on a specified route structure. They are 4-dimensional and conflict-free. To allow maximum runway scheduling flexibility, a .specific route structure is proposed. It is designed to allow easy modification of flight plans to adapt to the dynamically changing schedule. To allow algorithmic development and testing of this (as well as other) ATM/C automation concepts, a real-time terminal area simulation facility (called TASIM) is designed and implemented. The facility has a number of characteristics which make it a good general purpose tool for terminal area ATM/C research: (1) Highly modular design which allows addition, removal and modification of functions with relative ease. (2) Realistic modelling of the aircraft dynamics of motion and the aircraft guidance system. Errors introduced by the navigation equipment (onboard and on the ground) and by the surveillance radars are also modelled.-3- (3) Capability to simulate multiple controller positions (4) Flexible controller interface which allows easy implementation of alternative displays and alternative protocols for man machine interaction. The simulation is fully operational in the conventional (manual) ATC mode. In addition, it is currently interfaced with an implementation of the runway scheduling heuristic, and with a special purpose final vectoring display designed to aid the controller in precisely timing the delivery of landing aircraft at the outer marker.

Book excerpt: This dissertation seeks to design an optimization algorithm, based on naturalistic flight data, with emphasis on safety to perform a benefits' analysis when sequencing and scheduling aircraft at the runway. The viability of creating a decision-support tool to aid air traffic controllers in sequencing and optimizing airport operations is evaluated through the benefits' analysis. Air traffic control is a complex and critical system that ensures the safe and efficient movement of aircraft within the airspace. This is particularly true in the immediate vicinity of an airport. Unlike in en-route or terminal area airspace where aircraft usually traverse well established routes and procedures, near the airport after completing a standard arrival procedure, the routes to the final approach are only partially defined. With safety being the foremost priority, the local tower controllers monitor and maintain separation between aircraft to prevent collisions and ensure the overall safety of the airspace. This involves constant surveillance, coordination, and decision-making to manage the dynamic movement of aircraft, changing weather conditions, and potential hazards. All the while, the controllers make decisions regarding tromboning or vectoring based on various factors, including traffic volume, airspace restrictions, weather conditions, operational efficiency, and safety considerations to ensure a safe traffic sequencing of aircraft at the runway. A novel framework is presented for modeling, characterizing, and clustering aircraft trajectories by extracting traffic control decisions of air traffic controllers. A hidden Markov model was developed and applied to transform trajectories from a sequence of temporal spatial position reports to a series of control actions. The edit distance is utilized for quantifying the dissimilarity of two variable-length trajectory strings, followed by the application of k-medoids algorithm to cluster the arrival flows. Next, a repeatable process for detecting and labeling outlier trajectories within a cluster is introduced. Through application on a set of historical trajectories at Ronald Reagan Washington National Airport (DCA), it is demonstrated that the proposed clustering framework overcomes the deficiency of the classical approach and successfully captures the arrival flows of trajectories, that undergo similar control actions. Leveraging on the set of arrival flows, statistical and machine learning models of air traffic controllers are created and evaluated when ordering aircraft to land at the runway. The potential inefficiencies are identified at DCA when sequencing aircraft. As such, there is a potential performance gap, and it appears that there is room for additional sequence optimization. With the goal of overcoming the potential inefficiencies at DCA, a mixed-integer zero-one formulation is designed for a single runway that takes into consideration safety constraints by means of separation constraints between aircraft imposed at each metering point from the entry to the airspace until landing. With the objective of maximizing runway throughput and minimizing the traversed distance, the model sequences and schedules arrivals and departures and generates safe and conflict-free arrival trajectories to actualize that scheduling. The output of the optimization shows that the model successfully recovers approximately 52% of the performance gap between the actual distance traversed and idealized (cluster centroids) distance traversed by all arrival aircraft. Moreover, each arrival aircraft, on average, traverses 2.12 nautical miles shorter than its historical trajectory and thus saving approximately 10 US gallons of jet fuel. By showcasing the potential benefits of the optimization, this dissertation takes a step towards achieving the long-term vision of developing a decision-support tool to assist air traffic controllers in optimally sequencing and scheduling aircraft. To fully leverage the potential benefits of optimization, further development and refinement of the algorithm are necessary to align it with real-world operational demands. As future work, the research would be expanded to integrate uncertainties like weather conditions, wind directions, etc. into the optimization.
