Book Analysing Performance Management Training Interventions in the Public Service

Download or read book Analysing Performance Management Training Interventions in the Public Service written by Fezekile Iminqweno Dastile and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study was undertaken as an attempt to analyse the efficacy of performance management training interventions in the public service. The National School of Government was used as a case study for its Managing Performance Course which was established in response to challenges related to the implementation of the Performance Management and Development System in the public service. The study comprises six chapters. In attaining the objectives of the study, the mixed methods research approach was deemed the most suitable. This design was motivated by the fact that the mixed-methodological design is not only the most suitable for this study, but it has also been able to strengthen the findings of the study and to provides adequate validation by means of both deductive and inductive research methods. An online survey questionnaire was used as a primary data collection tool to obtain responses from participants. Secondary data such as (but not limited to) Annual Reports, Annual Performance Plans, Strategic Plans and various reports on performance management were also reviewed. Purposive sampling was used to select employees between salary levels 5©Ø2́Ơ0́−12 who participated in the Managing Performance Course. Quantitative data was analysed using pivot tables to extract graphs and statistics and thus establish meaningful analysis from the data. For qualitative data, a thematic content analysis was applied to establish the patterns and themes emanating from the data. The discovered patterns and themes were therefore analysed in order to establish meaningful findings. The analysis of the responses indicated that the completion rate for Managing Performance Course should be monitored frequently as not all employees who registered completed the course. Although the implementation of the Performance Management and Development System still remains a challenge due to a number of factors, participants maintained that they gained a richer understanding of the system after the completion of the course. Continuous engagements and increased awareness on Performance Management and Development System policy were deemed significant in order to address challenges related to its implementation thereof. The responses further indicated a great dissatisfaction with the current system. Supervisors do not actively engage with the system, while others are fully committed to ensuring that the system is effectively implemented within the department. The study further demonstrated that supervisors use performance management to punish subordinates whom they perceive as troublesome. As a result, employees are no longer motivated to perform and suggested adjustments or changes in the current system by adopting a 360-degree assessment approach in order to close the current gaps and challenges resulting from the bias and a lack of commitment from supervisors. The study concludes and recommends that there should be an increased awareness on performance management training at the National School of Government. The maintenance of professional ethics should be strictly adhered to in the governance and management of Performance Management and Development System in the department. The management should also ensure that MPC programme is aligned with prescripts related to performance management in the public service. Transfer of learning into the workplace should be encouraged. A feedback mechanism should be established in order to share what scores and activities are required for subordinates to be deemed high performers.

Book Organisational Performance Management in the Public Sector

Download or read book Organisational Performance Management in the Public Sector written by Lewis Hawke and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments have implemented policies and practices to manage organisational performance for more than 70 years. However, successful performance management has proved to be elusive for most administrations. Many countries have refined and adjusted performance management policies in search of better results but still fall short of achieving their desired outcomes. The academic and practitioner literature has examined public sector performance management, especially during the last 20 years, but the sources of success, or lack of it, remain unclear. Nonetheless, there is increasing convergence in the identification of common success factors. This thesis aims to identify the common factors affecting success of public sector organisational performance and examine their significance and impact with reference to two country case studies. The central research proposition is that there are six elements that influence the success of public sector organisational performance management: behavioural; institutional and structural; leadership and management; technical; external; and cultural (BILTEC). All six BILTEC influences are important for the success of public sector organisational performance management. The methodology adopts a critical realist approach to examining the influences and their impacts, using a combination of qualitative and quantitative methods. It draws on previous academic and practitioner research in the field and considers the relevance of various theoretical streams applied to public sector performance. The methodology applies an interpretivist rather than a positivist epistemology for analysis, which offers a more open, dynamic and flexible foundation for the methodology than many of the previous studies in this field. The methods for obtaining data and undertaking analysis allow for the research questions to be approached from a variety of perspectives, taking into consideration the theoretical principles and insights from previous research findings. The two countries studied for this thesis were Australia and the Philippines. These countries offer a useful basis for examining performance management success for many reasons. They both have a long tradition of performance management, allowing for assessment of mature systems with well-established procedures and performance culture, and long experience of setting goals and measuring short- and medium-term results. There are also important differences that offer the potential to demonstrate the implications of alternative combinations of the six elements examined in the thesis. For instance, the Philippines is a unitary state while Australia is a federation with many service delivery functions performed by independent state and territory governments. Economic, historical and cultural characteristics of both countries are quite different. The external, institutional and structural arrangements are therefore significantly different, allowing for a broader examination of the impact of such variations than use of a single country case study. The surveys conducted in this research cover more than 20 percent of national government organisations in both countries. Through the use of questionnaires and follow-up interviews, the study examines a diverse range of performance management characteristics, actions and impacts considered to be relevant in previous studies. The study identifies the main influences on success in both countries, and analyses the possible reasons why those influences may have been important. Application of the methodology to case studies provides new insights into the functioning of performance management systems in situations exhibiting many features relevant to the various impacts on success. The results and analysis identify areas for further research and can be used to inform public policy development. The thesis supports the proposition that the BILTEC elements are strong influences on the success of performance management in the two case study countries. It finds many similarities in the effects of each element at the aggregate level in both countries. At the same time, there are substantial differences between organisations within and between the two case studies. The thesis examines the effects of each element and the relationships between elements that can intensify or offset the impact of individual elements in isolation. The thesis notes that, although the elements remain important over time, their nature and significance can change, resulting in different impacts. In conclusion, the thesis highlights the importance of considering each organisation separately when seeking to improve performance management success because the nature, significance, context and timing of action is crucial in making improvements.

But is performance management an appropriate model for public sector organizations, and has it proved successful? Moreover, how do the principles of performance management affect how public bodies operate, and the way they relate to the wider community? In this important text, the viability of performance management in public sector organizations is systematically assessed across a number of international case studies. The book provides a framework through which models of performance management can be understood in terms of both their impact within a public sector organization, and the effects that have been seen in countries with contrasting administrational contexts. Managing Performance - International Comparisons critically examines the effects of performance management models in the public sector, and assesses their future evolution. It is an important book for all students and researchers with an interest in management, public administration and public policy.

The assumption then is that Public Service Training is based on the performance appraisal results. The question that remains is: how effective is need assessment approaches? Is the training related to the deficiencies identified? Does the PSC have the capacity to address the training problems identified and which problems can they solve and which are they not able to. This study investigated the effectiveness of Public Service Training Needs Assessment Approaches as a basis for training of civil servants.
