At the same time, it has become widely accepted that many policy interventions produce impacts in more than one dimensions of territorial development. In this context, the use of a holistic and territorial approach for policy impact assessment evaluation has rapidly been adopted by the European Commission as a mainstream policy evaluation procedure.

This book is based on the research of the EU Collaborative Project “Making Capabilities Work” (WorkAble), funded by the EU within the Seventh Framework Programme. It is the first empirical project to pursue a justice theory perspective on a European level. It also contributes to a fundamental change in the currently mostly insufficient attempts within the human capital approach to use the labour market to ensure desired lifestyle forms and a secure income for vulnerable youth.

Such knowledge is essential for the solution of many of today's most urgent environmental problems. Failure to constrain use of scarce resources, pollution due to human activities, creation of technological hazards and deteriorating urban quality due to vandalism and crime are all well known examples. The influence of psychology in geographical research has long been appreciated but it is only recently that psychologists have recognized they have something to learn from geography. In identifying the importance of two-way interdisciplinary communication, a psychologist and a geographer have been invited to each write a chapter in this book on a designated topic so that close comparisons can be drawn as to how the two disciplines approach the same difficulties. Since the disciplines are to some extent complementary, it is hoped that this close collaboration will have synergistic effects on the attempts of both to find solutions to environmental problems through an increased understanding of the many behavior-environment interfaces.

The reason is no doubt the proliferation, diversification and reorganisation of interest groups gravitating around EU institutions. Publications on lobbying in the EU are numerous, yet the connection between lobbying and democracy, ethics or the evolving political system of the EU is generally less well appreciated. Drawing upon in-depth case studies, as well as on the experience of practitioners, this book makes an attempt to reassess the validity of certain analytical frameworks and classical distinctions such as «pluralism versus corporatism» in the light of current practice. While seeking to identify patterns in interest intermediation, it also focuses on the regulation of lobbying and on crucial issues such as ethics and corruption.
