Book excerpt: The purpose of the study project is to provide an understanding of how the basic issue and intent of the Logistic Support Analysis (LSA) process may be applied to a major NAVAIRSYSCOM aircraft program through interface and integration with the system engineering process. Preparatory to study project report preparation analysis of MIL-STD-1388-1 and -2 and associated military standards and specifications, and interviews with the authors of MIL-STD-1388 was completed. The study project report portrays application of the LSA and system engineering processes to the acquisition life cycle of a hypothetical aircraft program involving competitive prototypes in the Validation Phase. An overview of the LSA process is provided as it integrates with the system engineering effort in the progressive establishment of engineering specifications and baselines. Progress is related to design reviews and logistic system appraisals throughout the acquisition life cycle. Conclusions and recommendations center on the potential for successfully incorporating logistic considerations in aircraft design.

Book excerpt: This thesis identifies the major factors faced by the Program Manager in developing and implementing the integrated logistics support plan (ILSP) for the U.S. Army's Special Operations Aircraft (SOA), the MH-60K and MH-47E. The SOA Program had many unique characteristics which made it a prime candidate for identification of major factors and development of lessons learned. Two of those unique characteristics are the facts that it was designated a nondevelopmental item (NDI) acquisition, and the fact that it is an extremely low density weapon system. Effective integrated logistics support (ILS) planing poses a challenge in 'normal' developmental programs. Ensuring that ILS is handled effectively in low density NDI acquisitions can be a significantly more difficult challenge for the acquisition professional. This thesis develops a case study of ILS in the unique environment of the SOA Program. It also analyzes four maintenance specific ILS elements in an attempt to identify major factors that significantly impacted the development and implementation of the SOA ILSP. From these major factors, numerous lessons learned are developed. Some of the more important lessons learned are that: Sustainment of low density weapon systems is far more complicated and expensive through separate small Program Management Offices than it is through existing Program Management Offices; The density of the weapon system being procured is one of the most important factors to consider when making key ILS decisions; and, Logistics Support Analysis tailoring and use are critical to establishing and implementing successful ILS in weapon systems. Study of the major factors and lessons learned presented in this thesis should improve the future development and implementation of ILSPs in Special Operations Aviation programcd6hd-i-(h9,Æ0IL\G92GD!GT=A1*G)!HC!

The beginning of a U.S. Navy/Industry teaming effort started with the U.S. Navy's F/A-18 E/F program. The new aircraft is supported through both standard military logistics programs and a brand new commercial logistics application known as F/A-18 E/F Integrated Readiness Support Teaming (FIRST). The non-traditional contract with Boeing is intended to outsource some maintenance, supply and inventory control for the new aircraft onto Boeing. The intended benefits behind the new concept include reduced costs, increased supply responsiveness and greater efficiency through commercial logistics applications. Promising increased aircraft readiness and seamless implementation, both Boeing and U.S. Navy representatives have great expectations for the new system. Our research investigates the impact FIRST is having on F/A-18 E/F Operational Availability (Ao) through an evaluation of Supply Response Times (SRT) and actual squadron Mission Capability Rates for the period of 01 April 2002 through 30 June 2002. Our results suggest that although repairable parts are currently delivered more quickly through the FIRST program, the contract measurement of SRT may not reflect any long the improvements in F/A-18 E/F readiness.
