'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Book excerpt: Students benefit greatly from strong partnerships among parents, schools, and communities (Epstein, 2008). Heightened communication between schools and families increases students' ability to achieve in school (Ferrara, 2015) through the completion of assignments, improved engagement in class, and better overall attitudes toward school (Shirvani, 2007). Ross (2016) connected positive parental involvement to the completion of high school and advancement into postsecondary education for students identified as at risk of dropping out. Epstein (1995, 2008) categorized parental involvement into six types: parenting, communicating, volunteering, learning at home, decision making, and collaborating with the community. However, parents do not become involved automatically. Hoover-Dempsey, Walker, and Sandler (2005) named three contributing factors in parents becoming involved in schools: parents' role construction, invitation to become involved, and life context. The purpose of this study explored the current communication practices between parents and school in a rural secondary school and how parents and school personnel perceived the effectiveness of those practices in facilitating positive parental involvement in school. In this study, parents and school personnel were interviewed to determine their perceptions of the communication practices of a rural high school regarding its impact on parental involvement. Artifacts were also gathered from the school's automated call-out system for review. The findings of this study revealed seven themes: Methods for Mass Communication, Types of and Reasons for Individual Communication, Communication's Impact on Parental Involvement, How Parental Involvement Impacts Student Achievement, How Parental Involvement Changes as Students age Into High School, Perception of Current Parental Involvement Within the School, and Impact of Rural Setting on Parent Involvement. Schools should be diligent in not only using various methods to communicate with parents, but should also seek feedback as to the effectiveness of their methods, and be willing to change as the need arises. However, simply communicating information may not be enough to motivate parents to involvement. Schools should be conscious of the content they communicate in order to provide appropriate invitations to all types of involvement.

Among the most controversial is the research and information surrounding the perceived positive or negative effects of parental involvement and barriers that restrict parental involvement. The purpose of this study was to examine 6 parental involvement typologies and their use and existence in 3 East Tennessee elementary schools. The Epstein (1987) typologies were used to classify parent involvement modalities. Parents who had a child enrolled in the 3rd, 4th, or 5th grade during the 2007-2008 school year were interviewed. The interviews followed an open-ended interview guide and the research is qualitative in nature. Research findings in this study were consistent with findings from a number of previous parental involvement studies. Research participants displayed an appreciation for the educational process and voiced strong opinions on parenting, communication, volunteering, decision-making, learning at home, and collaboration with the community. Barriers to parental involvement practices were addressed as were suggestions for improved parental involvement opportunities and modalities.

Book excerpt: The purpose of this qualitative case study was to gain a better understanding of what parental involvement means to parents and what influences them to become involved in a school. Joyce Epstein's Six Types of Parent Involvement Typology provided a guiding framework to assess terms and categories commonly used in parent involvement research. This study was guided by two research questions: What does parental involvement mean to parents? What influences parents to engage in parent involvement? The researcher conducted interviews, focus groups, and took field notes as primary sources of data to answer the two reserach questions.The researcher interviewed six parents that were both male and female parents of students in grades 6-8 who attended either East Hickory Heights Middle School or Rockhill Middle School. Rockhill Middle School made Adequate Yearly Progress (AYP) and East Hickory Heights Middle School did not make Adequate Yearly Progress (AYP) for the 2008-2009 school year. The two selected middle schools were located in the Riverwood Schools District. Findings from this study indicated that to increase parent involvement in middle schools, school districts and school administrators should involve parents in the decision-making process and develop collaborative practices that will allow parents and schools to communicate and collaborate more effectively together. Additionally, school districts and school administrators should revisit parent involvement programs and activities that were implemented at the elementary school level to increase parent involvement at the middle school level. Research-based parent involvement strategies will allow the Riverwood Schools District to increase parent involvement and participation in any of the six parent involvement strategies suggested by Epstein. Additionally, implementation of research-based parent involvement practices can potentially increase academic success for students at the middle school level. .
