Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

However, 40 years after the adoption of the Convention, there is still a great deal of uncertainty about the nature and extent of these sovereign rights. Coastal State Jurisdiction over Living Resources in the Exclusive Economic Zone examines the ways in which coastal States can exercise authority on the basis of their sovereign rights over living resources in the EEZ. Dr Camille Goodman explores the key concepts of 'fishing' and 'fishing related activities' to establish what vessels and which activities can be regulated by coastal States, canvasses the criteria and conditions that coastal States can apply as part of regulating foreign access to their resources, and considers the regulation of unlicensed foreign fishing vessels in transit through the EEZ. Goodman also examines how such regulations can be enforced within the EEZ and the circumstances under which enforcement can take place beyond the EEZ following hot pursuit. A review and analysis of the practice of 145 States identifies the contemporary extent of coastal State jurisdiction over living resources in the EEZ and offers a unique, fresh perspective on the underlying and enduring nature of that jurisdiction. The data collection programme is developed through a top-down approach, from the identification of the objectives down to the practical recording and management of data obtained from the fishery. The issues are dealth with both through detailed discussion and by using simple examples. The examples are mostly based on situations in tropical fisheries, and in particular, experience has been drawn from developing a data collection programme in Viet Nam. The main questions addressed i n the manual are which fisheries data to collect, where and when to collect them. Only data from commercial marine capture fisheries are considered. The methodologies used are mainly appropriate for a tropical, developing county, with many small (artisanal) vessels and a few large (industrial) vessels. The methodology is the "sample-based approach". The data collection methodology presented attempts to utilize whatever information can be obtained in practice in a developing country.

Book excerpt: C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance.
