Four treatments are for asphalt concrete surfaced (flexible) pavements: chip seals; crack sealing; slurry seals; and thin overlays. Two treatments are for portland cement concrete surfaced pavements: joint and crack sealing; and undersealing. Performance of the pavement sections with the treatments was compared with the performance of a similar pavement section without the treatment. Performance is measured in terms of pavement distress, roughness profile, surface friction, and structural capacity. All of the flexible pavement test sections and most of the rigid pavement test sections have been constructed. Performance data are being collected. This report discusses the experimental design, project selection, construction, data collection, analysis, and future activities of the pavement maintenance effectiveness project.

Book excerpt: "The Strategic Highway Research Program (SHRP) H-106 maintenance experiment and the Federal Highway Administration (FHWA) Long-Term Monitoring (LTM) of Pavement Maintenance Materials Test Sites project studied the resealing of joints in concrete pavements. The purpose of joint resealing is to reduce the amount of water entering a pavement structure and to prevent the filling of joints with incompressible materials. Although joint resealing is a common maintenance practice, premature seal failure is frequent, leading to additional repair and expenditures. The purpose of this study, then, was to address the merits and deficiencies of current joint resealing materials, designs, and practices. The study evaluated the relative performance of selected sealant materials, as well as the effect of selected sealant instalfation methods. The study also identified sealant inaterial properties and tests that correlate well with field performance. The effect of joint seal performance on pavement life was not addressed in this study. This report documents the entire PCC joint resealing study, including the installation of 31 unique joint seal treatments (i.e., combinations of sealant material and installation method) at 5 different test sites, the laboratory testing of experimental sealant materials, and the 7-year performance monitoring of the various joint seal treatments. It also discusses the redts of comprehensive statistical analyses conducted on material performance and laboratory testing data. This synthesis describes the state of the practice with respect to setting a coherent strategy of cost-effective preventive maintenance for extending pavement life. This report of the Transportation Research Board describes the practices of state, local, and provincial transportation agencies that are attempting to minimize the life-cycle costs of pavements and are identifying, during the design of the pavement rehabilitation, reconstruction, or construction projects, the future preventive maintenance treatments and the timing and funding for those treatments. It includes a review of domestic literature and a survey of current practices in North America. The appendices include a primer on pavement design and construction, the benefits of preventive maintenance of pavements, a summary of the questionnaire data collected, a simulation of pavement management strategies, and an example process to demonstrate the cost- effectiveness of preventive maintenance.

The joint repair problems of each State are characterized by complex, individualistic requirements, where only varying degrees of adaption between the repair methods of the different States are feasible. The magnitude of the problems require efforts toward increasing production in both contract and maintenance repair operations. Maximizing the use of machinery to accomplish the work in place of labor-oriented procedures is emphasized. Two States with similar situations found that a savings of approximately 16.00 dollars per square yard was realized for full-depth repairs by modifying their current procedures.

Book excerpt: Information was collected from each of the six states in Region 5 of the Federal Highway Administration (FHWA) on the procedures used to rehabilitate jointed concrete pavements. As built plans and specifications were obtained from a number of projects in each of the six states which had been rehabilitated and the performance of the pavements were studied after a number of years in service. Interviews were conducted with personnel of the Departments of Transportation from each state to collect as much information as possible concerning the current practices and techniques used for pavement rehabilitation. Where sufficient data were available, statistical correlations were made of the performance trends as they relate to specific rehabilitation practices. Current practices were compared with earlier practices and efforts made to determine the reasons for the changes. Results show that the performance is closely related to the workmanship in the field and the ingenuity of the engineers involved. Recommendations are presented for each of the rehabilitation techniques studied. Many problems still exist with all of the techniques studied. Further detailed data on the exact procedures and practices used in the field during the rehabilitation and performance after rehabilitation are desperately needed. Better record keeping is sorely needed on both the "as built" conditions and on the performance, so the effectiveness of the various practices can be documented.
