Book excerpt: This report inquires into the availability of fibres, yarns, and apparel fabrics made by Canadian manufacturers and proposes a tariff structure that reflects that availability. The findings of the report are based on a review of 591 textile tariff items found in the Canadian Customs Tariff and data collected from questionnaires & submissions from the textile & apparel industries and industry associations. Part I gives general information concerning the conduct of the inquiry and explains the basis on which the Canadian International Trade Tribunal has proposed a new tariff structure. Part II reports, for each subject chapter of the Customs Tariff, on the availability of fibres, yarns, & apparel fabrics and suggests a tariff structure based on production in accordance with the approach described in part I. Part III provides the Tribunal's views on a number of additional issues raised during the inquiry, such as substitutability and outward processing. The final part contains a statistical summary of the tariff items where it is proposed that protection be maintained and tariff items where tariff relief is proposed.

This report presents the results of that investigation after public hearings, plant visits and interviews with those involved in the textile industry. The report reviews the structure, performance, competitive factors and future directions of the textile and downstream industries; the international setting, concentrating on such factors as the MFA, VERs and the MTN; analyzes the tariff structures of Canada, the EEC, Japan and the U.S., then shows the actual tariff comparisons focusing in particular on differences in tariffs between Canada and the U.S.; describes the illustrative tariff options developed by the Tribunal staff; then sets out recommendations and the rationale underlying them.
