Book excerpt: An extended forecast of the frequencies for the 2009 North Atlantic basin hurricane season is presented. Continued increased activity during the 2009 season with numbers of tropical cyclones, hurricanes, and major hurricanes exceeding long-term averages are indicated. Poisson statistics for the combined high-activity intervals (1950-1965 and 1995-2008) give the central 50% intervals to be 9-14, 5-8, and 2-4, respectively, for the number of tropical cyclones, hurricanes, and major hurricanes, with a 23.4% chance of exceeding 14 tropical cyclones, a 28% chance of exceeding 8 hurricanes, and a 31.9% chance of exceeding 4 major hurricanes. Based strictly on the statistics of the current high-activity interval (1995-2008), the central 50% intervals for the numbers of tropical cyclones, hurricanes, and major hurricanes are 12-18, 6-10, and 3-5, respectively, with only a 5% chance of exceeding 23, 13, or 7 storms, respectively. Also examined are the first differences in 10-yr moving averages and the effects of global warming and decadal-length oscillations on the frequencies of occurrence for North Atlantic basin tropical cyclones. In particular, temperature now appears to be the principal driver of increased activity and storm strength during the current high-activity interval, with near-record values possible during the 2009 season. Book excerpt: As climate has warmed over recent years, a new pattern of more frequent and more intense weather events has unfolded across the globe. Climate models simulate such changes in extreme events, and some of the reasons for the changes are well understood. Warming increases the likelihood of extremely hot days and nights, favors increased atmospheric moisture that may result in more frequent heavy rainfall and snowfall, and leads to evaporation that can exacerbate droughts. Even with evidence of these broad trends, scientists cautioned in the past that individual weather events couldn't be attributed to climate change. Now, with advances in understanding the climate science behind extreme events and the science of extreme event attribution, such blanket statements may not be accurate. The relatively young science of extreme event attribution seeks to tease out the influence of human-cause climate change from other factors, such as natural sources of variability like El Niño, as contributors to individual extreme events. Event attribution can answer questions about how much climate change influenced the probability or intensity of a specific type of weather event. As event attribution capabilities improve, they could help inform choices about assessing and managing risk, and in guiding climate adaptation strategies. This report examines the current state of science of extreme weather attribution, and identifies ways to move the science forward to improve attribution capabilities.

Book excerpt: The thesis work was in two major parts: development and testing of a new approach to detecting and tracking tropical cyclones in climate models; and application of an extreme value statistical approach to enable assessment of changes in weather extremes from climate models. The tracking algorithm applied a creative phase-space approach to differentiate between modeled tropical cyclones and their mid-latitude cousins. A feature here was the careful attention to sensitivity to choice of selection parameters, which is considerable. The major finding was that the changes over time were relatively insensitive to these details. This new approach will improve and add confidence to future assessments of climate impacts on hurricanes. The extremes approach utilized the Generalized Pareto Distribution (one of the standard approaches to statistics of extremes) applied to present and future hurricane distributions as modeled by a regional climate model, then applied the changes to current observations to extract the changes in the extremes. Since climate models cannot resolve these extremes directly, this provides an excellent method of determining weather extremes in general. This is of considerable societal importance as we are most vulnerable to such extremes and knowledge of their changes enables improved planning and adaptation strategies.

Much of the world’s population now lives in low-lying coastal zones that are inherently vulnerable to natural hazards such as flooding from hurricanes, tropical storms and northeastern storm surges; shoreline (beach and dune) erosion; cliff and bluff failures; and saltwater intrusion in coastal aquifers used for drinking water supplies. In addition to the usual range of hydrometeorological disasters in coastal zones, this book covers tsunami impacts and warning systems as well as global perspectives of sea-level rise impacts and human perceptions of potential vulnerabilities resulting from rip currents that cause many drownings each year on beaches. Today, the use of numerical models that help predict vulnerabilities and provide a basis for shore protection measures is important in modern scientific and engineering systems. Final considerations focus on human actions in the form of the urbanization and industrialization of the coast, shore protection measures, and indicate how environmental degradation around coastal conurbations exacerbates the potential for unwanted impacts. It is consistent that the variation of solar irradiance on the orbital time scale controls glacial interglacial cycle. However, the contribution of solar output fluctuation due to solar activity to decadal to centennial climate change is still contradictory. The common driving force mechanism is then the key role of solar-climate linking research, and the mechanism of solar forcing and the pathway of amplification could be two key scientific problems in climate research. In recent years, a lot of studies have been done on the effects of solar activity on the climate, based on data analysis by observation/reanalysis or mechanism tracking by modeling. The interannual and decadal solar signals in the regional climate were found and the hypothesis of driving mechanisms was proposed. Meanwhile, the potential contribution of solar variability to the current climate prediction has attracted more and more attention. The purpose of this topic is to collect and reveal new results and new understandings about the impact of solar variability on climate.
