Abstract: Although China is ahead of schedule in achieving the Millennium Development Goal of universalizing nine-year basic education across the country by 2015, access to school remains problematic, as evidenced by a persistent school dropout problem, especially in its hidden forms and in poor and rural areas. Despite a wide range of literature on the phenomenon of school dropout globally, there is a dearth of empirically sound and theoretically motivated research that might offer an understanding of school dropout in terms of education quality. In response to these problems, the main question addressed in this thesis has to do with the role of education quality in children''s dropping out of school. The central thesis proposed is that the problem of school dropout and education quality in poor, rural China stems from the alienating nature of the school system. The methods adopted to answer these questions include a critical ethnography of four cases of dropout, each of which reflects on the assumptions associated with a particular cause of dropout or factor contributing to school access - namely, family poverty, illiterate parents, student attributes and their willingness to study, and the quality and distribution of educational resources. The thesis also offers a critical review of the theoretical approaches frequently used to conceptualize education quality, in relation to the insights gained from the case studies. The study is based on interviews with 112 informants and observations made during three months of fieldwork in China''s Yunnan and Guangdong provinces between 2009 and 2010. The case studies challenge the common assumptions made about school dropout, which are also leading theoretical approaches used to conceptualize education quality. The human capital approach, with its primary focus on the costs and benefits of schooling and its assumption of schooling as an investment, does not deal adequately with non-monetary concerns and the pressures on those living in poverty, and tends to ignore children who have different perceptions of schooling. A simple application of the critical approach tends to focus on structural causation and to overlook the agency of the child. While the systems approach focuses on the implementation and evaluation of education quality, it appears not to say enough about the ends of education. In the distribution of resources, both the utility-based and resource-based approaches tend to understate the importance of the individual''s socio-economic status. These insights also reveal the alienating nature of an educational system in an increasingly market-oriented economy. The alienating school does not respect the students'' individual interests, habits, socio-economic background, aspirations, etc. and is primarily concerned with their success and failure (or dropout) insofar as they affect the evaluation of "quality" or the effectiveness of the bureaucratic system. Students who are marginalized and cannot easily adjust, perhaps due to their disadvantaged socio-economic, cultural and geographic location, tend to be pushed out of school. Book excerpt: Author's abstract: The economic value of an education is thoroughly documented in the United States Census Bureau report, The big payoff: Educational attainment and synthetic estimates of work-life earnings (2002). The report clearly shows that earnings increase with educational level. Yet, students continue to leave school before graduating. In October of 1996, 11.1% of persons aged 16 to 24 years were dropouts. They wree not enrolled in a high school program and had not completed high school. Nearly a half million of them left high school between October 1995 and 1996 (U.S. Census Bureau, 1997). This inquiry examined the lives of three female high school dropouts in the rural South to search for common threads among their lives and educational experiences as students in the public schools. The three participants are Caucasian, and they range in age from 25 to 38 years old. Auto/biographical narrative inquiry provides the theoretical framework for this study. The methodology includes several semi-structured interviews with each participant to allow them to tell about their personal experiences in school and since leaving school. This study is significant because the findings support the research which shows that it is extremely difficult to pinpoint one reason that students drop out of high school. The data gathered from the three participants in this study reveal eight very strong findings: 1) non-normative school transitions during their adolescent years; 2) lack of involvement in the social life of the school; 3) emotions at school or how they felt at school; 4) lack of family involvement in school; 5) location of the high school; 6) demographics of the high school; 7) lack of teacher relationships; 8) lack of school personnel involvement with dropouts. A review of the literature found that current research is moving away developing a profile of the dropout by only considering the characteristics that predict dropout behavior. The research is moving toward including findings about school-level factors that contribute to or cause drop out dehavior.

Book excerpt: "The release of the National Income Dynamics Study Wave 2 provides the first nationally representative longitudinal data collected in South Africa. This makes it possible to study transitions in and out of school, across grades and into work in ways not previously possible. We illustrate the high levels of grade repetition evident in South African schools and show how school completion presents a significant hurdle with very few youth successfully completing matric. Exit from school does not offer any advantages as most youth find themselves idle once they have left school. Our regression analysis investigates correlates of school dropout and shows that not keeping pace is a key determinant of school dropout, even after controlling for school quality and socioeconomic status. Those behind but attending higher quality schools are partially protected from dropping out. Some evidence that credit constraints may be related to dropout is found, especially among males." -- P. 1
