Book excerpt: The United States Government is a major purchaser of goods and services within the nation and overseas. In addition to having the responsibility of acquiring goods and services for the direct benefit of the Government at a price, level of quality, timeliness and other terms and conditions that reflect the best value to the nation, the persons involved in procurement for the Government must also do so in way that reflects certain socio-economic goals set forth by the Congress. The Small Business Act (15 USC 637, Public Law 85-536 (1958) established the beginnings of a program to assist domestic small businesses in competing for Federal procurements. The small business act requires that small business concerns be afforded the maximum practicable opportunity to participate in Federal contracts and subcontracts. This thesis looks the impact of acquisition reform and related developments in the last ten years on the participation of small business subcontractors in the aerospace industry through the window of six major aerospace weapon system programs. The objectives of this research were to (1) research the buying practices of the defense aerospace industry to determine current trends relating to small business levels of participation by comparing acquisition programs, and (2) compare existing Air Force small business programs, policies, and techniques to developing trends for small business participation and identify strengths and weaknesses.

Book excerpt: The Small Business Act requires that small business concerns be afforded the maximum practicable opportunity to participate in Federal contracts and subcontracts. The contract dollars awarded to small businesses by the Air Force have been on the decline for several years and the Air Force is not meeting its small business award goals. This thesis is a follow-on research effort to that conducted by Mr. Bruce Miller (GAQ-2M) who proposed a connection between the Lean Aerospace Initiative's (LAI) Purchasing and Supplier Management (PSM) principles and declining small business participation. The purpose of this research is to determine if the LAI's PSM Principles are acting as entry barriers to small manufacturing/parts supplier businesses attempting to enter the DoD aerospace market. Market entry barriers discourage new entrants into a market, thus providing an advantage to firms already within a market. This advantage or lack of competition can result in higher prices which are paid with taxpayer funds out of dwindling Air Force budgets. If market entry barriers do exist, efforts can be taken to "level the playing field", increase competition, expand the industrial base, and ultimately make more efficient use of dwindling funds.

Many initiatives implemented during the 1990s focused on saving the government money in procuring weapon systems. For decades, cost overruns have plagued Department of Defense weapons systems development and procurement costing the government money. The passage of the Federal Acquisition Streamlining Act (FASA) of 1994 and the Clinger-Cohen Act of 1996, marked significant congressional action on aiding the Department of Defense develop and procure systems cheaper. Conclusions drawn in this thesis may aid leadership in supporting current initiatives and drafting new changes.

Book excerpt: The purpose of this study was to develop insights into the impact acquisition reforms have had on pre-award solicitations. The changing nature of the marketplace and the reduction in the size of the defense budget has brought about a series of sweeping acquisition changes that include the Federal Acquisition Streamlining Act (FASA) and Lighting Bolt initiatives. A qualitative analysis of six cases and interviews of people actively involved in the solicitation process revealed acquisition reform benefits: increased performance, cost savings, and reduced acquisition time. These benefits were achieved through the use of performance-based contracting and adaptation of several commercial business practices. Performance-based contracting was not found to affect the level of competition for solicitations.

DAPPs were provided legislative authority to implement the provisions of FASA before they were published in regulations, authority to use the commercial item exemptions for non-commercial items and were also given expedited deviation authority from the FAR/DFARS and the DOD 5000 series regulations. The Joint Primary Aircraft Training System (JPATS) was designated a pilot program by the Deputy Under Secretary of Defense for Acquisition Reform. The purpose of this paper is to provide insight into the Joint Primary Aircraft Training System (JPATS) acquisition and describe, if any, the results of acquisition reform on program effectiveness, cost, schedule, and performance. Eleven metrics were established by the JPATS program and then measured against established baseline programs to derive quantitative savings attributed to implementing acquisition reform. An analysis of those metrics concludes acquisition reform is having mixed results on this program. Only two measures seem successful indicators of acquisition reform, while the remaining nine seem to indicate more success is being realized from applying acquisition program management reform efforts highlighted in DOD directives than statutory and regulatory relief provided DAPPs.

Book excerpt: The study at hand aims to analyze different post merger integration strategies as well as their implications for firms. Given the high intensity of mergers and acquisitions of aerospace and defense companies, this industry was found appropriate to study the research objectives. Acquisitions were analyzed according to the integration approaches suggested by Haspeslagh and Jemison (1991) by developing a criteria catalogue that allowed classifying acquisitions according to the typologies of absorption, preservation and symbiosis. Subsequently, the implications of the acquisition integration approaches were examined with the aim to identify their impacts on innovative capabilities and financial performance of acquiring companies. The sample consisted of 10 firms conducting 375 acquisitions over a period of 14 years. The results revealed that symbiosis acquisitions are especially relevant for companies where high innovative capabilities are a central differentiation factor in competition.
