Book excerpt: Teachers play a critical role in improving student achievement on summative assessments (Ball, 2016; Lash, Tran, & Huang, 2016; Newton et al., 2010; Reinhorn et al., 2017; Rivkin et al., 2005; Toch & Rothman, 2008; Zeichner, 2017). Despite the priority placed on teacher quality as a predictor of student performance, there is no common consensus on the approach that best examines the relationship between teacher effectiveness and student achievement (Boyd et al., 2009). Reasons for this disparity include errors that occur in measures of student and teacher performance, poor correlation between what is taught and what is tested, lack of taking into account student grades, and failure to control for teacher and student demographic characteristics (Ball, 2016; Lash, Tran, & Huang, 2016; Milanowski, 2004; Reinhorn et al., 2017; Zeichner, 2017). Several studies have shown differences in student achievement as predicted by effectiveness of teachers (Rivkin et al., 2005). These results would seem to indicate that attention to teacher quality provides worthwhile gains to student learning. If teacher quality is defined and measured through a teacher evaluation tool, then students in classrooms with teachers who have attained higher ratings should have corresponding higher levels of learning. The purpose of this quantitative study was to determine if there is a relationship between a teacher’s final rating on Stronge’s Teacher Effectiveness Performance Evaluation System (TPES) and the growth of the students’ scores on the Standardized Test for the Assessment of Reading (STAR). The researcher utilized ANOVA and Pearson’s correlation to make inferences about the relationship between teacher ratings and student outcomes. Archival records of summative scores of teacher effectiveness assessed on TPES and their students’ reading scores of fall, winter, and spring semesters assessed on STAR were retrieved. The records from 917 students in grade 2 to grade 8 in the classrooms of 52 teachers were utilized for the analysis. The findings of this study can provide insights to better understand the relationship and warranted inferences in a given district between teachers’ summative scores on Stronge’s TPES and student reading achievement.

Book excerpt: The Performance Evaluation Reform Act established new policies for teacher evaluation ratings, the inclusion of student growth, the acquisition of tenure, and the dismissal process in Illinois. As a result, standards-based performance ratings and student achievement are factored into summative evaluation ratings. The purpose of this study is to determine the relationship between performance evaluation ratings and student achievement to contribute to the current body of research. Participants in the study were drawn from a sample population of fifth grade students (n=317) and teachers (n=19) in elementary schools (n=7) from a school district located in a western suburb of the Chicago metropolitan area. Student achievement was measured by the 2015-2016 Northwest Evaluation Association (NWEA) Measures of Academic Progress (MAP) assessment in math and reading. The performance evaluation ratings in this study were based on the Framework for Teaching, designed by Charlotte Danielson. Archived data from the 2015-2016 school year was collected from the assistant superintendent and an online database. A Pearson correlation test was conducted to analyze the strength of the relationship between performance evaluation ratings and student achievement in math and reading. The analysis did not provide evidence of a significant relationship between performance evaluation ratings and math or reading. Recommendations for future research include replicating this study with other grade levels, subject areas, and school districts to determine generalizations to other settings.

Book excerpt: Policy reforms have changed teacher evaluations from simple checklist-style evaluations to complicated rubrics measuring multiple performance indicators. Additionally, policy reforms with the intention of improving student outcomes have shifted the use of teacher evaluations from low-stakes to high-stakes. These high-stakes policies include pay-for-performance systems. As policy has evolved, research about teacher evaluations has increased with three themes emerging: the study of teacher and evaluator perceptions about evaluation reform, rater-bias concerns, and subjective evaluation data compared to objective student performance measures. Texas recently enacted legislation essentially creating a state-funded pay-for-performance system shifting the use of teacher evaluations from low-stakes to high-stakes for most districts. The nature of the new laws, although optional, create pressure for districts to implement the system to remain competitive in the market for employing high-quality teachers. This study aimed to evaluate the consistency of teacher evaluators and the relationship between subjective ratings of teacher performance and objective measures of student growth in a school district. Data were available from a North Texas school district. Statistical analyses were performed to determine whether evaluators score teachers harder or easier than one another. Statistical analyses were also performed to examine the relationship between evaluation scores and student growth. Results indicated that for 24 evaluators, most are not scoring statistically significantly harder or easier than each other, with two exceptions. Also, the district demonstrated a moderate positive correlation between teacher evaluation scores (T-TESS scores) and student growth on a district-wide basis but demonstrated some negative or weak correlations when analyzed by evaluator or campus. These results have implications for the participating district as it implements the new policy. For example, the district should strive to improve rater bias by calibrating raters to improve the overall reliability of the evaluation system. Also, the district should continue investigating subjective evaluation ratings and objective student achievement measures for compliance with policy implementation. This study was conducted under the context of the designation system requirements of the Texas Education Agency, which includes inherent limitations that district administrators should consider.

There was no correlation among the other variables of teacher evaluation and reading language arts data. There was also no correlation among the variable of teacher evaluation, TVAAS and mathematics. Information about evaluation was gathered through the use of survey data and a focused open-ended survey response questionnaire.
