Book excerpt: Principals today are expected to lead and create a learning environment that is conducive for all learners. Many educational leaders, however, lack the minimum foundational skills necessary regarding second language acquisition to be able to implement the appropriate bilingual program that will allow English Language Learners (ELLs) to learn English at a level comparable to their native English speaking peers (Brookings Institution & Woodrow Wilson School of Public and International Affairs, 2012). A plethora of research literature exists regarding positive and negative aspects of bilingual programs. The intent of this study was to provide guidance to elementary school leaders when implementing a bilingual program at their school campus. In this quantitative study, reading results from the current state-mandated assessment, the State of Texas Assessment of Academic Readiness (STAAR), were analyzed to compare 30 transitional early exit program elementary schools with 30 dual language one-way program elementary schools in two Texas large urban school districts. Also analyzed were the Texas English Language Proficiency Assessment System (TELPAS) Reading scores between early exit program elementary schools with dual language one-way program elementary schools across the State of Texas. Data were requested and obtained from the Texas Education Agency Public Education Information Management System for the 2013-2014 and the 2014-2015 school years for Grade 3 students. Statistical analyses on the STAAR Reading test scores yielded mixed results. In the 2013-2014 school year, ELLs had better STAAR Reading test scores in the early exit transitional program than in the one-way bilingual education program; however, higher percentages of English Language Learners in the one-way dual language program met the performance standards. In the 2014-2015 school year, the STAAR Reading test scores and performance standard percentages were higher for ELLs in the one-way bilingual education program. Results on the TELPAS exam were consistent for both school years in that ELLs who were enrolled in an early exit transitional bilingual education program had higher TELPAS ratings and higher TELPAS scores than their counterparts who were enrolled in a one-way dual language bilingual education program. Based upon the results of the STAAR and the TELPAS statistical analyses, information is provided to school leaders regarding a comparison of ELL student performance in transitional early exit programs with dual language one-way bilingual education programs.

Book excerpt: The present research compared the outcomes of Dual Language and Traditional Bilingual approaches on the acquisition of English, and the development of first language literacy for second language learners. The design used a two-way mixed factor analysis of variance, with groups (Dual Language and Transitional Bilingual) as the between subjects factor, and time of testing (pretest and posttest) as the within-subjects factor. The dependent variables included student performance on the ECLAS (an English proficiency assessment) and on EL SOL (a Spanish proficiency assessment. A one-way comparison between groups using scores from the NYSESLAT exam was conducted along with a descriptive analysis of NYSESLAT scores. Results of the study revealed an increase in language acquisition and oral literacy skills in English for both groups. The findings also indicated there was growth in most domains of native language oral and literacy skills. The outcomes further suggested that the Dual Language approach was more effective than Transitional Bilingual Education in the attainment of English proficiency for second language learners.

Book excerpt: Two-way dual language immersion programs have expanded over the past few decades. An increasing number of districts, schools, and communities are embracing the prospective academic outcomes of language education programs, resulting in bilingualism, biliteracy, and biculturalism for both English-dominant and language-minority students (Izquierdo, 2011). Effective language education programs are characterized as programs that successfully promote academic achievement and other academic outcomes for all learners (Howard et al., 2018). Numerous studies and research findings on two-way dual language emphasize and highlight the successful outcomes of emergent bilingual students who participate in dual language education programs and the components that elevate student outcomes for this population of language learners (Howard & Sugarman, 2007; Howard, Sugarman, & Christian, 2003; Lindholm-Leary, 2001, 2005, 2012, Thomas & Collier, 1997, 2009, 2012, 2014). However, there are a limited of studies that specifically look at the participation of Black students in dual language education. Implementation of two-way dual language immersion programs leads students to bilingualism, biliteracy, and overall improved academic proficiency; therefore, it is critical for the field to understand the factors that define exemplary dual language program implementation while closely examining the educational outcomes for Black students that participate in language education programs. This study examined the effectiveness of dual language program implementation and reading achievement outcomes for Black students who participate in dual language programs. With a mixed methods research approach, this study investigated the implementation of elementary and middle school dual language programs in an urban district in southeast Texas. The study utilized interviews, documents, and existing student achievement data. The epistemological origin of this study was grounded in subjectivism, found within the philosophy of interpretivism, as meaning is created from something applied to the object by another source (Crotty, 1998). Process theory (Mawell, 2013) influenced the interpretation of the data and findings. The findings indicated that participation in dual language programs can help to improve the academic outcomes of Black students when well-implemented according to the program model. With the growing attention of schools and districts implementing dual language programs, there are significant implications for scientific research to investigate and thoroughly understand how the implementation of these models impacts the academic outcomes of Black students

Assumptions about the values of cultural pluralism and the rise of the "unmeltable ethnics" so dominant for the last twenty years have met a renewed public affirmation of the value of assimilation. In the United States "bilingual education" refers to programs that emphasize students' home languages and culture; teach academic subject matter in students' home languages; and introduce English into the curriculum at a deliberate pace. Students in such programs are generally members of immigrant groups and racial and ethnic minorities, and they usually come from lower-class economic backgrounds. Over the years, a number of different objectives have been advanced for bilingual education programs. In the 1960s and early 1970s, educators believed that these programs should be evaluated by students' linguistic proficiency and progress on standardized tests. More recently, advocates have promoted more subjective measures, such as students' enhanced sense of well-being and self-esteem. And yet others argue that the real goals of bilingual education should be social change and economic redistribution, and that programs should be evaluated by these long-range goals. The conference that gave rise to the essays in this volume was the first national symposium at which advocates and critics of bilingual education confronted each other's arguments face-to-face.
