Book excerpt: The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

The globalization of research has important implications for the U.S. research enterprise, for the U.S. government agencies, academic institutions, and companies that support and perform research, and for the world at large. As science and technology capabilities grow around the world, U.S.-based organizations are finding that international collaborations and partnerships provide unique opportunities to enhance research and training. At the same time, significant obstacles exist to smooth collaboration across national borders. Enhancing international collaboration requires recognition of differences in culture, legitimate national security needs, and critical needs in education and training. In response to these trends, the Government-University-Industry Research Roundtable (GUIRR) launched a Working Group on International Research Collaborations (I-Group) in 2008, following its meeting on New Partnerships on a Global Platform that June. As part of I-Group's continuing effort, a workshop on Examining Core Elements of International Research Collaboration was held July 26-27, 2010 in Washington, DC. One primary goal of the workshop is to better understand the risks involved in international research collaboration for organizations and individual participants, and the mechanisms that can be used to manage those risks. Issues to be addressed in the workshop include the following: (1) Cultural Differences and Nuances; (2) Legal Issues and Agreements; (3) Differences in Ethical Standards; (4) Research Integrity and the Responsible Conduct of Research; (5) Intellectual Property; (6) Risk Management; (7) Export Controls; and (8) Strategies for Developing Meaningful International Collaborations. The goal for the workshop and the summary, Examining Core Elements of International Research Collaboration, is to serve as an information resource for participants and others interested in international research collaborations. It will also aid I-Group in setting its future goals and priorities.

According to this report, prompt steps by the department's leadership are essential to ensure adequate comprehension of the importance of S&T-related developments throughout the world and to incorporate this understanding within the nation's foreign policy for the 21st century. This report also urges the adoption by the department of a broader whole-of-society approach in carrying out its responsibilities at home and abroad - extending beyond traditional interagency coordination and the narrow band of current external partners to include foundations, universities, research centers, and other groups who are extending their international reach.

Available in PDF, EPUB and Kindle. Book excerpt: The United States government spent, on average, $350 million a year in the 1990s to support science and technology (S & T) cooperation with Russia. The amount rose in the early 1990s, peaked in 1996, and then began dropping in the late 1990s. When aggregated by dollars spent, the areas most likely to be the subject of cooperation are aerospace and aeronautical projects, engineering research, energy, and earth sciences. When counted by the number of projects (rather than funds committed), earth sciences-including geology, ocean studies, and atmospheric sciences-account for the largest number. Earlier RAND studies suggested that, during the mid-1990s, cooperation with Russia claimed more government research and development (R & D) dollars than any other country. In order to examine the relationship in more detail, RAND collected and analyzed data at the project level and surveyed agency officials about specific projects and programs. These data were aggregated into categories created by RAND. This report provides an analytic, cross-agency overview, presenting a broad picture of the U.S.-Russia S & T relationship between 1994 and 1999.

Book excerpt: Over the past several decades, the federal government has supported a wide range of research projects in science and technology. Federal support has been crucial to many of the most important research and development (R & D) achievements in defense, space, energy, environmental, and other science and technology programs. Recently, however, federal budget deficits and concerns about the effectiveness of research efforts have intensified pressures on government R & D spending, making it difficult to sustain many ongoing efforts and limiting opportunities for new ventures. These pressures, coupled with the increasingly international character of science and technology R & D activities, have focused greater attention on bilateral and multilateral collaborative arrangements, particularly for large-scale, long-term projects in areas such as particle physics, energy and environmental science, and space. The United States has pursued international collaborative projects in R & D to raise the likelihood of scientific success for particularly complex endeavors, to take greater advantage of international scientific expertise and facilities, to address science and technology issues that have global implications, to extend national scientific capabilities, and especially for very large science projects, to share costs and risks with other nations. International collaboration, however, poses special challenges, such as establishing R & D priorities within and across different scientific disciplines, developing funding and planning mechanisms that ensure the long-term stability of projects, and maintaining U.S. economic and national security interests.

Book excerpt: In October 2007, the U.S. National Academies and the Iranian Institute for Advanced Studies in Basic Science organized the first of a series of planned U.S.-Iranian workshops on the topic "Science as a Gateway to Understanding." This new workshop series is a component of the broader effort of the National Academies to support bilateral workshops and exchange visits in a variety of fields with a number of Iranian institutions that began in 2000. This book includes papers that were presented at the workshop and summaries of the discussions that followed some of the presentations. At the conclusion of the workshop there was general agreement that the presentations on many aspects of science and scientific cooperation that have a bearing on mutual understanding were an important first step. Several participants underscored that the next workshop should emphasize how scientific cooperation can lead in concrete terms to improved understanding among both academic and political leaders from the two countries.
