Book excerpt: This paper applies a micro-simulation method to evaluate the effects of the transfer design of a conditional cash transfer program in Nicaragua for households with two eligible children. The paper then exploits evidence from the experimental implementation of the Red de Protección program to validate its behavioral model and method simulation. After validating its methods, the paper simulates alternative program designs. The simulation of alternative programs suggests that delivering benefits on a per-child basis or unconditionally will lower attendance rates relative to the original RPS program, which delivered its benefits at the household level. The paper concludes by discussing possible mechanisms driving the simulated results and the contributions and limitations of ex-ante evaluation methods.

Reduced form estimation of a behavioural model using a health production framework forms the basis of the evaluation. A Klein and Spady semi-parametric single index model is used to predict unobserved outcomes under the treatment. The sample consists of children aged 7-13 who have not completed grade 4. The evaluation shows that the ex ante approach closely matches the experimental outcomes in the case of girls and over predicts the impact for boys.

Book excerpt: In 2000, the Nicaraguan government implemented a conditional cash transfer program designed to improve the nutritional, health, and educational status of poor households, and thereby to reduce short- and long-term poverty. Based on the Mexican government's successful PROGRESA program, Nicaragua's Red de Proteccion Social (RPS) sought to supplement household income, reduce primary school dropout rates, and increase the health care and nutritional status of children under the age of five. This report represents IFPRI's evaluation of phase I of RPS. It shows that the program was effective in low-income areas and particularly effective when addressing health care and education needs. The report offers the first extensive assessment of a Nicaraguan government antipoverty program.

Book excerpt: Conditional cash transfer (CCT) programs have been steadily gaining popularity as a policy tool for alleviating poverty through a cash benefit and conditions promoting human capital acquisition for children in order to break the intergenerational transmission of poverty. Due to their documented success at improving health and education outcomes, attention has turned to whether there are also positive externalities leading to other potential applications of these programs, and maternal health service utilization is one area of interest. Through the careful examination of CCT programs and their impact on maternal health service utilization policymakers can learn about which policies have an impact and use the knowledge to inform future program design. This analysis uses data from an impact evaluation of the pilot Red de Protección Social program in Nicaragua and follows the framework established by de Brauw and Peterman (2011) examining whether the program had a positive impact on four components of maternal health service utilization: prenatal care, skilled presence at birth, institutional birth and postnatal care. The results of an OLS regression and a difference in difference regression show that the program had no significant impact on any of the outcomes of interest. This suggests that general CCT programs might not improve maternal health outcomes and future research on the mechanisms through which CCT programs impact maternal health service utilization is needed.

Book excerpt: The increasing volume of remittances and public transfers in rural areas of the developing world has raised hopes that these cash inflows may serve as an effective mechanism for reducing poverty in the long term by facilitating investments and raising productivity, particularly in agriculture where market failures are most manifest. This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors. This book was published as a special issue of the Journal of Development Studies.

Book excerpt: Unlike most development initiatives, conditional cash transfer programs recently introduced in the Latin America and the Caribbean region have been subject to rigorous evaluations of their effectiveness. These programs provide money to poor families, conditional on certain behavior, usually investments in human capital-such as sending children to school or bringing them to health centers on a regular basis. Rawlings and Rubio review the experience in evaluating the impact of these programs, exploring the application of experimental and quasi-experimental evaluation methods and summarizing results from programs launched in Brazil, Honduras, Jamaica, Mexico, and Nicaragua. Evaluation results from the first generation of programs in Brazil, Mexico, and Nicaragua show that conditional cash transfer programs are effective in promoting human capital accumulation among poor households. There is clear evidence of success in increasing enrollment rates, improving preventive health care, and raising household consumption. Despite this promising evidence, many questions remain unanswered about the impact of conditional cash transfer programs, including those concerning their effectiveness under different country conditions and the sustainability of the welfare impacts.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
