Book excerpt: This new translation and updating of Geopolitics of the Pacific Ocean will allow English speakers to enjoy and learn from Karl Haushofer's seminal work. Born into an academic family in Munich in 1869, Haushofer attended Cadet school and joined the Bavarian General Staff. He spent two years in the Far East, returning by way of the Trans-Siberian Railroad in 1910. Impressed with the Japanese, he wrote four books urging an alliance between Germany and Japan. After serving in WWI, he retired with the rank of general and taught at the University of Munich. In 1926 he wrote Geopolitics of the Pacific Ocean, which contended that the center of world power had moved from the Atlantic to the Pacific, and advocated an alliance of Germany, Russia, India, China and Japan against the Colonial powers and the USA. He predicted mass migration around the Rim of the Pacific, and urged Japan to move against Southeast Asia, Australia and New Zealand, not China. Hitler's rise to power brought Haushofer into prominence. Soviet occupation of Eastern Europe, moves into the Middle East, conquest of China by the Communists, the Indian-Russian alliance, and invasion of Afghanistan almost brought Haushofer's Eurasian empire into reality. Current events in the Pacific Rim continue to bear out Haushofer's predictions.

Overpopulation as a conceptual problem originated after World War I and was understood as an issue with far-reaching ecological, agricultural, economic, and geopolitical consequences. This study traces the idea of a world population problem as it developed from the 1920s through the 1950s, long before the late-1960s notion of a postwar “population bomb.” Drawing on international conference transcripts, the volume reconstructs the twentieth-century discourse on population as an international issue concerned with migration, colonial expansion, sovereignty, and globalization. It connects the genealogy of population discourse to the rise of economically and demographically defined global regions, the characterization of “civilizations” with different standards of living, global attitudes toward “development,” and first- and third-world designations.

Book excerpt: This book argues that in the twenty-first century Eastern Eurasia will replace Europe as the theatre of decision in international affairs, and that this new geographic and cultural context will have a strong influence on the future of world affairs. For half a millennium, the great powers have practised what might be called ‘world politics’, yet during that time Europe, and small portions of the Near East and North Africa strategically vital to Europe, were the ‘centres of gravity’ in international politics. This book argues that the ‘unipolar moment’ of the post-Cold War era will not be replaced by a US-China ‘Cold War’, but rather by a long period of multipolarity in the twenty-first century. Examining the policy goals and possible military-political strategies of several powers, this study explains how Washington may play a key role in eastern Eurasian affairs if it can learn to operate in a very different political context. Dale Walton also considers the rapid pace of technological change and how it will impact on great power politics. Considering India, China, the US, Russia, Japan, and other countries as part of a multipolar system, he addresses the central questions that will drive US policy in the coming decades. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative (BRI) is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future “quality infrastructure” policies and investments in the Indo-Pacific in particular make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?

The main theme of this research is the three-pillar framework of the Tanah-Air concept, which includes the political culture of persatuan nasional (national unity), the strategic culture of cakra manggilingan (turning of the times from dark to golden periods), and the geopolitical context of posisi silang dunia (world crossroad position). The findings of this publication indicate the dominant influence of Javanese political culture, philosophy, values, and traditions on the distinct character of Indonesia’s maritime orientation. Specifically, Javanese political philosophy and traditions within each pillar of Tanah-Air have influenced continuity rather than change in the evolution of Indonesia’s maritime policy. This book helps readers understand how the defining theme of unity in national political culture has shaped the evolution of Indonesia’s maritime policy from 1945 to 2019. It illustrates how the continuous influence of the theme of national unity as devised by the political elites through history has addressed the realities of the archipelago’s geography, and it is significant from both an academic and practical policy perspective. A book designed for academics and the general public interested in gaining greater insight and knowledge on Indonesia’s maritime policy and maritime nation aspirations.

Book excerpt: Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn. The principal readership for this volume will be: scholars of geography, politics and international relations; students of Indian Ocean studies; regionalism experts; bureaucrats and politicians both within and outside the Indian Ocean Region who wish to gain insights into Indian Ocean matters; scholars who appreciate a view of regional relations ‘from the inside’. Book excerpt: The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative (BRI) is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future “quality infrastructure” policies and investments in the Indo-Pacific in particular make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point.Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?
