Book excerpt: The study objective was to evaluate several conventional equipment SCADA system architectural concepts and to recommend an approach for development. Each of the concepts given consideration had to satisfy the Superconducting Super Collider (SSC) conventional equipment SCADA application requirements and the evaluation process determined which approach represented the best technical and most cost effective solution to the system requirements. Based on the results of the concept evaluation process, a personal computer based approach was recommended for the SSC conventional equipment SCADA application. Block diagrams and budgetary cost estimate for this approach were developed with specific recommendations with respect to the conventional equipment SCADA system architecture and development process.

The second is a move to connect nodes in a SCADA system to open networks such as the Internet. Recent failures of critical infrastructure SCADA systems highlight these concerns. To ensure continued operations in times of crisis, SCADA systems, particularly those operating in our critical infrastructure, must be secured. Developing an abstract generic framework for defining and understanding SCADA systems is a necessary first step. A framework can provide the tools to understand the system's functions and capabilities, and how components in the system relate and interface with each other. This thesis examines and describes SCADA systems, their components, and commonly used communications protocols. It presents a matrix approach to describing and defining the features, functions and capabilities of a SCADA system. Two small SCADA systems, using industry standard components and simulating real world applications, were designed and constructed for this thesis to provide context for applying the matrix approach.

Book excerpt: Supervisory Control and Data Acquisition (SCADA) Systems are a type of Industrial Control System characterized by the centralized (or hierarchical) monitoring and control of geographically dispersed assets. SCADA systems combine acquisition and network components to provide data gathering, transmission, and visualization for centralized monitoring and control. However these integrated capabilities, especially when built over legacy systems and protocols, generally result in vulnerabilities that can be exploited by attackers, with potentially disastrous consequences. Our research project proposal was to investigate new approaches for secure and survivable SCADA systems. In particular, we were interested in the resilience and adaptability of large-scale mission-critical monitoring and control infrastructures. Our research proposal was divided in two main tasks. The first task was centered on the design and investigation of algorithms for survivable SCADA systems and a prototype framework demonstration. The second task was centered on the characterization and demonstration of the proposed approach in illustrative scenarios (simulated or emulated).

The UMCS is a utility monitoring and control system that utilizes several computer stations with appropriate application software connected by communication network systems (wire, radio, power line carrier or fiber optics) to a number of remote terminal units placed at various locations to perform the following functions: collect data, perform remote and local controlling functions, initiate alarm conditions, and report the information through the communication network back to the computer stations. The study resulted in a recommendation for the implementation of the Utility Monitoring and Control System at Fort Campbell under one project. The implementation of the UMCS project will save Fort Campbell $1,348,383 annually. The project will pay for itself in 3.65 years.
