All references to classified or proprietary data in the original report have been removed. The economic study was undertaken to fulfill three principal objectives: (1) To perform a comparative economic analysis of reciprocating, high speed subsonic turbine and supersonic (as presently conceived in the 1960-1970 time period) transport aircraft both in the military system and in commercial airline operations. (2) To provide a preliminary analysis of the value of speed to the military logistics system. (3) To provide a preliminary forecast as to the potential demand for supersonic transports in the domestic and world-wide commercial markets. In order to perform the comparative economic analysis (objective I), it was necessary to develop a cost methodology for estimating direct and indirect operating costs of reciprocating, high speed subsonic turbine and supersonic transport aircraft both in the military system and in commercial airline operation. Thus, a fourth objective was accomplished and a military and commercial cost estimating methodology was provided to assist in evaluating transport aircraft. (Author).

Book excerpt: Since the dramatic flight by "Chuck" Yeager in 1947, when an aircraft first exceeded the speed of sound, the dream of a successful supersonic airliner has captivated the interest of many manufacturers & of many governments. But as yet, only a few concordes & a couple of Tupolev Tu-144s have gone into service, on a very few routes & none were ever sold. The cost of developing any supersonic airliner is prohibitive. The prospect of their being able to operate economically is remote. The market for such an aircraft (which would have to charge premium fares, even more than first class) is very small. Manufacturers & government agencies alike continue to base their multi-million research programs on inflated market "estimates" that combine substantial elements of special pleading & wishful thinking. Statements invariably include a plethora of "shoulds" & "coulds" in their predictions; but their assumptions carry little weight, as they are ill-supported by known data. The conclusions drawn to produce market "estimates" of more than a thousand aircraft neither clear-headed nor objective. This book, written by an experienced analyst who spent most of his career in commercial airline market research & traffic forecasting, explodes the myth. The analysis draws upon known facts, applies simple arithmetic & makes assumptions that are based on technical, operational & commercial sense.

Section VII, the final section, is an assessment of possible requirements for government support of a U.S. SST program and of the forms in which such support might be made available. Appendixes A and B provide additional background information on the aircraft market analysis and the direct operating cost analysis, respectively. Book excerpt: A nondimensional economic examination of a parametrically-derived set of supersonic transport aircraft was conducted. The measure of economic value was surcharged relative to subsonic airplane tourist-class yield. Ten airplanes were defined according to size, payload, and speed. The price, range capability, fuel burned, and block time were determined for each configuration, then operating costs and surcharges were calculated. The parameter with the most noticeable influence on nominal surcharge was found to be real (constant dollars) fuel price increase. A change in SST design Mach number from 2.4 to Mach 2.7 showed a very small surcharge advantage (on the order of 1 percent for the faster aircraft). Configuration design compromises required for an airplane to operate overland at supersonic speeds without causing sonic boom annoyance result in severe performance penalties and require high (more than 100 percent) surcharges.
