Book excerpt: This paper reviews the recent problems of the opening of Japan's rice market and evaluates the Japanese government's rice policy from both an economic and political viewpoint. The Japanese government made strenuous resistance to the opening of Japan's rice market during the negotiations on agricultural trade at the GATT Uruguay Round. Eventually Japan's rice was made exempt from tariffication by compensating in the form of increased 'minimum access' import quotas. However, the tariffication rule of the final agreement guarantees that importing countries can impose considerably high tariffs. Thus, the volume of Japan's rice imports could be decreased if the Japanese government accepted the tariffication agreement. In retrospect the decisions made by the Japanese government have effectively protected the vested interests of the domestic rice distribution system, while hindering the structural improvement of the Japanese rice industry.

The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. Book excerpt: We develop new economic policy uncertainty (EPU) indices for Japan from January 1987 onwards building on the approach of Baker, Bloom and Davis (2016). Each index reflects the frequency of newspaper articles that contain certain terms pertaining to the economy, policy matters and uncertainty. Our overall EPU index co-varies positively with implied volatilities for Japanese equities, exchange rates and interest rates and with a survey-based measure of political uncertainty. The EPU index rises around contested national elections and major leadership transitions in Japan, during the Asian Financial Crisis and in reaction to the Lehman Brothers failure, U.S. debt downgrade in 2011, Brexit referendum, and Japan’s recent decision to defer a consumption tax hike. Our uncertainty indices for fiscal, monetary, trade and exchange rate policy co-vary positively but also display distinct dynamics. VAR models imply that upward EPU innovations foreshadow deteriorations in Japan’s macroeconomic performance, as reflected by impulse response functions for investment, employment and output. Our study adds to evidence that credible policy plans and strong policy frameworks can favorably influence macroeconomic performance by, in part, reducing policy uncertainty.

Following the successful introduction of the household production system in the early 1980s, difficulties were encountered in establishing a unified domestic agricultural market in the later 1980s and 1990s. Through a comprehensive analysis of the changes in the Chinese agricultural institutions between the late 1970s and the mid-1990s, this study attempts to provide some answers to the main questions presently facing the agricultural sector. It focuses on the key elements of the pre-reform agricultural institutions, reviews the ways these institutions were refashioned and assesses the resulting changes in agricultural development. The implications of different policy choices are carefully considered with the assistance of a computable general equilibrium model. The author argues that China should push forward with its market-oriented reform measures and introduce the rigours of international competition into the agricultural sector.

The basic problem was always that the conditions in world agricultural markets were distorted by the national agricultural policies followed by all developed countries - policies which national authorities were reluctant to adapt to conform with the requirements of a liberal international trading system for agricultural products. This book describes and analyses the attempts that were made to make trade in agriculture less distorted, more stable and predictable, and less of a dangerous source of political friction between nations, in successive rounds of negotiations under the General Agreement on Tariffs and Trade in the 45-year period from GATT's inception in 1947 to the end of the Uruguay Round in 1993. While the book analyses the development of international trade policy throughout the post-war period, particular attention is given to the Kennedy, Tokyo and Uruguay Rounds of GATT negotiations in which the problems of trade in agricultural products were confronted.
