Book excerpt: This thesis analyzes the impact of the Navy's fully-funded graduate education program on Surface Warfare Officer performance. Three measures of officer performance are used: (1) probability of promotion to O-4; (2) percent of all LT FITREPs recommended for early promotion; and (3) the probability of receiving an early promotion recommendation on the last LT FITREP. Navy Officer Master Files (FY1981 through FY1990), created by Prof. William Bowman, USNA, are merged with NPRDC's Officer FITREP Files to statistically analyze performance differences between Surface Warfare Officers with and without fully-funded graduate education. Ordinary least squares and non-linear maximum likelihood techniques are used to estimate the three performance models. Since selection into the fully-funded program is not random, an attempt is made to model the selection process and to correct for the potential bias in the estimated coefficient of graduate education in the performance models. The findings reveal that fully-funded graduate education has a significant positive impact on the probability of promotion to O-4, but insignificant effects on receiving early promotion recommendations on LT FITREPs. Additionally, selectivity does not appear to bias estimates of fully-funded graduate education in the performance models.

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

Book excerpt: This thesis focuses on the impact of graduate education on the promotion performance and retention of General Unrestricted Line Officers. Logistic models are developed to determine the effects of a graduate degree from the Naval Postgraduate School and other sources on the probability of promotion to Lieutenant Commander and Commander, and on retention up to the Lieutenant Command and Commander levels. Results indicate that graduate education has a positive impact on the probability of promotion to Lieutenant Commander, with Naval Postgraduate School showing a stronger effect than other education sources. No significant effect was noted for promotion to Commander. Graduate education was found to have a significantly negative impact on retention prior to the Lieutenant Commander selection point. Results for retention at the Commander selection level were inconclusive. It is recommended that further research be done concerning the impact of graduate education on other officer communities.

Book excerpt: This thesis investigates the effect of the proposed Surface Warfare Officer Career Incentive Pay (SWOCIP) program on the voluntary separation behavior of Navy surface warfare officers using an Annualized Cost of Leaving (ACOL) model. Data provided by the Center for Naval Analyses and the Defense Manpower Data Center (DMDC), Monterey CA, on surface warfare officers are used for this analysis. Multivariate predict models are estimated to predict the effects of the proposed SWOCIP program on the voluntary retention rate of surface warfare officers between six and ten years of service. These estimates are used to calculate the costs and benefits of the SWOCIP program. This thesis finds that the SWOCIP program would increase the voluntary retention rate by 2. 62 percent in the sixth year of service and 1.16 percent in the seventh year of service. The effect would decrease between eight and ten years of service. The calculated savings in accessions are greater then the estimated bonus cost. These calculations indicate, therefore, that the program is cost-effective.

Book excerpt: The main purpose of this study is to examine the relationship between graduate education and the job performance of DoD civilian employees. The thesis focuses on selected job performance measures for all civilian DoD personnel employed between 1986 and 1999, except for those in the National Imagery and Mapping Agency and direct and indirect hire civilian employees outside the 50 states and the District of Columbia. The Defense Manpower Data Center (DMDC) provided the personnel data. Performance measures that are analyzed include promotion, promotion speed, performance ratings, earnings and retention. Three different techniques are used to estimate performance models. First, ordinary least squares is used to estimate the salary and performance rating models. Second, binary logit regression is used to estimate promotion, retention, and performance rating models. Third, survival analysis using Cox Regression estimates the speed of promotion and the time to separation. The results indicate that employees with a Master's or Doctorate earned more in average salary but experienced lower salary growth than employees with a Bachelor's degree, Also advanced degree holders are promoted more slowly since they enter at a higher GS grade. Higher educated employees were also more likely to leave federal service, but were more likely to receive top ratings and achieve a supervisor position.

Book excerpt: The objective of this thesis is to estimate and explain the effects of graduate education and other factors on promotion to the rank of Lieutenant Colonel (0-5) in the US Army. Our focus was primarily on determining whether graduate education provides officers with higher promotion probabilities. Besides graduate education, data that were analyzed include basic demographic traits, the officers' prior enlisted status, and their commissioning source information. The data used in this study were taken from the Active Duty Military Master File for fiscal years 1981 through 2001. This study develops multivariate logit regression and classification tree models to examine and explore the structure of the data sets. Both the regression models and the classification trees yielded positive results for the effect of graduate education on promotion. According to the regression model results, the odds ratio associated with graduate education is between 1.79 and 2.25. Military Academy and ROTC/Scholarship graduates have higher promotion probabilities than those from other sources, and married officers have higher rates than single officers. Additionally, age has a negative effect on promotion; that is, promotion probability decreases with age. Prior enlisted status, number of dependents, gender, race, and DOD primary occupation code do not seem to have statistically significant effects on promotion.

Book excerpt: This study was designed to determine predictors of success for selecting Army officers to attend fully funded graduate school. The objective was to develop prediction models to assist decision makers in selecting the best qualified officers. The study examined the records of 1201 officers who attended fully funded graduate school during fiscal years 1982, 1983, and 1984. The officers were grouped into either administrative or academic classification categories. Administrative categories included branch, division, and source of commission, and academic categories included graduate discipline, graduate degrees awarded, and graduate school. The study examined the following predictor commissioned service, prior enlisted or warrant officer service undergraduate grade point average, class standing, standardized exam scores, (GRE and GMAT), and years since undergraduate degree. The criterion used for this study was graduate grade point average. Using regression analysis, the study found different predictor-criterion relationships for each classification, as well as a few more broadly applicable predictors. Missing data due to different record- keeping procedures across branches limited the potential usefulness of the results. The significant and meaningful predictors found should encourage career managers to improve their current procedures and begin to maintain information to permit further improvement in selection procedures as data become available. Book excerpt: The purpose of this thesis is to investigate the effects of graduate education on the job performance of Department of Defense (DoD) civilian employees. The data used in this thesis were drawn from the Department of Defense Civilian Personnel Data File, which was provided by the Defense Manpower Data Center. The raw data were restricted to employees who possess at least a Bachelor's degree and are paid under General Schedule (GS) or General Management (GM) pay systems. Four performance measures were developed to investigate the effect of graduate education on job performance: salary level, promotion, retention, and performance rating. Four multivariate models were constructed for these performance measures. Ordinary least square (OLS) techniques were used to estimate the salary model. Logistic regression was used to estimate the promotion, retention, and performance rating models. The results found that the effect of having a Master's degree was positive in the salary, promotion, and performance ratings models. The effect of a Master's was negative in the retention model. All these findings were consistent with basic human capital investment theory. The thesis recommends that future research develop alternative job performance indicators and focus on specific occupations and functional areas.
