Book excerpt: The Southern Forest Resource Assessment was initiated in 1999 as a result of concerns raised by natural resource managers, the science community, and the public regarding the status and likely future of forests in the South. These included changes to the regiongass forests brought about by rapid urbanization, increasing timber demand, increasing numbers of satellite chip mills, forest pests, and changing air quality. In response to these issues, leaders of four of the regiongass Federal natural resource agencies (USDA Forest Service, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service), and the Tennessee Valley Authority, agreed to work together to provide a careful evaluation of the overall condition and ongoing changes of southern forests. State forestry and fish and wildlife agencies were invited to take part and have actively contributed to the effort. The USDA Forest Service, through the Southern Region and Southern Research Station, has provided overall leadership. The Technical Report (General Technical Report SRS-53) and this Summary Report are the culmination of more than 3 years of effort by more than 25 scientists and analysts from the above agencies as well as southern universities. More than 100 scientists from universities, State and Federal agencies, industry, and conservation organizations provided peer reviews to enhance the reportsgas accuracy and completeness. This Summary Report is intended to provide its reader with an overview of the many forces of change affecting southern forests and the changes they produce. It summarizes the detailed results reported by Assessment Team members in individual chapters of the full Technical Report. The information contained in the body of the Assessment should enhance public understanding of southern forests, inform public debate, and improve public policies that result.

He provides a valuable framework for the critical assessment of forest management policies and the future study and protection of forest resources.

Book excerpt: The Cumberland Plateau in Tennessee currently is experiencing widespread forest parcelization and changes in species composition as a result of changes in land use and ownership. These changes can be attributed partially to industrial forest land divestiture, the lingering effects of the 1998 - 2002 Southern Pine Beetle (SPB) epidemic, and expanding development due to increasing population growth. The region has recently become a focus of debate concerning land use change, land management practices, and the effects on biodiversity. A stratified random sample of 1600 Nonindustrial Private Forest (NIPF) landowners owning 40 or more acres of forestland were surveyed obtaining a 39 percent response rate. The survey was undertaken to gain new insight on the socio-demographics of Plateau NIPF landowners and to understand their forest management objectives and intentions for future timber harvesting activities. The findings reveal almost 50 percent of respondents were retired or employed as professionals and lived on or within 60 miles of their forest land. Ninety-one percent of all respondents had either purchased or inherited their forest land, and the majority indicated they intended to pass their forest land on to their heirs. The top three non-consumptive ownership objectives were to enjoy scenery (m = 3.98), for peacefulness (m = 3.94), and to preserve nature (m = 3.83). Timber management was ranked as only moderately important (m = 2.60). Forty-five percent of all respondents indicated that they had previously sold or harvested timber from their forest land, but only 30 percent indicated they intended to sell timber in the future. Logit regression (n = 438) and factor analysis (n = 344) were used to model the respondents' willingness to sell timber in the future. NIPF landowners who indicated they would most likely consider a future timber sale had sold timber in the past, had a higher interest in timber production, had received forest management advice in the past, and had a higher interest in maintaining the health of their forest. Factor analysis revealed landowners most likely to consider selling timber in the future fit into three principle component groupings: 1) Improvers; 2) Investors; 3) or Legacy Owners.

Book excerpt: The U.S. Appalachian-Cumberland highland consists of about 62.3 million acres in portions of Alabama, Georgia, North Carolina, Tennessee, Kentucky, and Virginia; and is divided into five sections--Blue Ridge Mountains; Interior Low Plateau; Northern Ridge and Valley; Southern Ridge and Valley; and Cumberland Plateau and Mountains. Appalachian-Cumberland forests provide a multitude of ecological services and societal benefits. This publication presents results from the Southern Forest Futures Project specific to the Appalachian- Cumberland subregion, along with associated challenges to forest management. Forecasted scenarios suggest that environmental conditions, nonnative insects and diseases, forest fragmentation, and increased societal pressure on forest land could create novel conditions that affect ecosystem structure and function. Continued changes in the societal forces that shape forest conditions, including urbanization, have the potential to affect many of the ecosystem services provided by Appalachian-Cumberland forests, including commercial and noncommercial forest products (such as timber harvesting and mushroom collecting), water quantity and quality, recreation, wildlife habitat, and biological complexity.
