Book excerpt: Excerpt from An Appeal to the Religion, Justice, and Humanity of the Inhabitants of the British Empire: In Behalf of the Negro Slaves in the West Indies The long continuance of this system, like that of its parent the Slave Trade, can only be accounted for by the generally prevailing ignorance of its real nature, and of its great and numerous evils. Some of the abuses which it involves, have, indeed, been drawn into notice. But when the public attention has been attracted to this subject, it has been unadvisedly turned to particular instances of cruelty, rather than to the system in general, and to those essential and incurable vices which will invaluably exist wherever the power of man over man is unlimited. Even at this day, few of our countrymen, comparatively speaking, are at all apprised of the real condition of the bulk of the Negro Population; and, perhaps, many of our non-resident West Indian proprietors are full as ignorant of it as other men. Often, indeed, the most humane of the number, (many of them, are men whose humanity is unquestionable, ) are least of all aware of it, from estimating, not unnaturally, the actual state of the case, by the benevolence of their own well meant, but unavailing directions to their managers in the western hemisphere. Book excerpt: Many British politicians, planters, and doctors attempted to exploit the fertility of Afro-Caribbean women's bodies in order to ensure the economic success of the British Empire during the age of abolition. Abolitionist reformers hoped that a homegrown labor force would end the need for the Atlantic slave trade. By establishing the ubiquity of visions of fertility and subsequent economic growth during this time, The Politics of Reproduction sheds fresh light on the oft-debated question of whether abolitionism was understood by contemporaries as economically beneficial to the plantation colonies. At the same time, Katherine Paugh makes novel assertions about the importance of Britain's Caribbean colonies in the emergence of population as a political problem. The need to manipulate the labor market on Caribbean plantations led to the creation of new governmental strategies for managing sex and childbearing, such as centralized nurseries, discouragement of extended breastfeeding, and financial incentives for childbearing, that have become commonplace in our modern world. While assessing the politics of reproduction in the British Empire and its Caribbean colonies in relationship to major political events such as the Haitian Revolution, the study also focuses in on the island of Barbados. The remarkable story of an enslaved midwife and her family illustrates how plantation management policies designed to promote fertility affected Afro-Caribbean women during the late eighteenth and early nineteenth centuries. The Politics of Reproduction draws on a wide variety of sources, including debates in the British Parliament and the Barbados House of Assembly, the records of Barbadian plantations, tracts about plantation management published by doctors and plantation owners, and missionary records related to the island of Barbados.

Fergus presents new insights into one of the most intriguing and momentous episodes of Atlantic history. In Revolutionary Emancipation, Fergus argues that the 1760 rebellion in Jamaica, Tacky's War -- the largest and most destructive rebellion of enslaved peoples in the Americas prior to the Haitian Revolution -- provided the rationale for abolition and reform of the colonial system. Fergus shows that following Tacky's War, British colonies in the West Indies sought political preservation under state-regulated amelioration of slavery. He further contends that abolitionists' successes -- from partial to general prohibition of the slave trade -- hinged more on the economic benefits of creolizing slave labor and the costs of preserving the colonies from destructive emancipation rebellions than on a conviction of justice and humanity for Africans. In the end, Fergus maintains, slaves' commitment to revolutionary emancipation kept colonial focus on reforming the slave system. His study carefully dissects new evidence and reinterprets previously held beliefs, offering historians the most compelling arguments for African agency in abolitionism.

In contrast to most contemporary accounts of humanitarianism that concentrate on the last two decades, Michael Barnett ties the past to the present, connecting the antislavery and missionary movements of the nineteenth century to today’s peacebuilding missions, the Cold War interventions in places like Biafra and Cambodia to post–Cold War humanitarian operations in regions such as the Great Lakes of Africa and the Balkans; and the creation of the International Committee of the Red Cross in 1863 to the emergence of the major international humanitarian organizations of the twentieth century. Based on extensive archival work, close encounters with many of today’s leading international agencies, and interviews with dozens of aid workers in the field and at headquarters, Empire of Humanity provides a history that is both global and intimate. Avoiding both romanticism and cynicism, Empire of Humanity explores humanitarianism’s enduring themes, trends, and, most strikingly, ethical ambiguities. Humanitarianism hopes to change the world, but the world has left its mark on humanitarianism. Humanitarianism has undergone three distinct global ages—imperial, postcolonial, and liberal—each of which has shaped what humanitarianism can do and what it is. The world has produced not one humanitarianism, but instead varieties of humanitarianism. Furthermore, Barnett observes that the world of humanitarianism is divided between an emergency camp that wants to save lives and nothing else and an alchemist camp that wants to remove the causes of suffering. These camps offer different visions of what are the purpose and principles of humanitarianism, and, accordingly respond differently to the same global challenges and humanitarianism emergencies. Humanitarianism has developed a metropolis of global institutions of care, amounting to a global governance of humanity. This humanitarian governance, Barnett observes, is an empire of humanity: it exercises power over the very individuals it hopes to emancipate. Although many use humanitarianism as a symbol of moral progress, Barnett provocatively argues that humanitarianism has undergone its most impressive gains after moments of radical inhumanity, when the "international community" believes that it must atone for its sins and reduce the breach between what we do and who we think we are. Humanitarianism is not only about the needs of its beneficiaries; it also is about the needs of the compassionate.
